50 years ago: “A future of change in the manner of handling those who break the law was the recurring theme of the regional conference on Crime and Delinquency held Friday and Saturday at the Strater, a conference sponsored by the Colorado Probation, Parole and Correction Association. Most of the speakers appeared to agree that the present system of handling prisoners of any kind leaves something to be desired.”
