They are totally inconsiderate of their surroundings when it applies to pedestrians on the same trail or sidewalk.

As these cyclists approach a pedestrian from behind, the polite thing to do before passing should be a warning or shout out. For example, stating “behind you” or “on your left or right,” in order to warn that they are passing by. Especially if the pedestrian is walking a pet on a leash. That will prevent personal injury to either party.

Even in California, cyclists approaching a pedestrian will make pedestrians aware that they are coming.

Walking a freeway is safer. At least a driver would honk at you.
