The treasurer, on the other hand, manages the funds, sends out tax notices, collects taxes and disburses same to appropriate districts. The treasurer is also the custodian of county funds, and these funds are to be invested in a cautious manner. Speculation is simply not permitted. Trust in our treasurer is the issue. Someone who touts their investment expertise is not one to be trusted with our funds.
