Harry Lewis, a city of Durango parking enforcement officer, swaps out parking meters on Thursday on Main Avenue. The city Parking Department updates the software on the meters in the office and then replaces them block by block. This upgrade includes new Verizon SIM cards that use 3g cellular that provides information to help better manage parking.
