Mineral rights and surface rights equally are important property-rights issues. Taking away the property rights of mineral owners without due process is against the spirit of what America was founded on.

Why should mineral rights owners suffer when subdivisions are built on top of active oil fields?

Government exists to protect the rights of everyone, not to promote the rights of some at the expense of others. Colorado has some of the strictest environmental regulations in the country to ensure the environment is not harmed.
