Outside cats should be registered, background checks be submitted on the owner (at the owner’s expense) and a limited number of claws per paw allowed.
Felonious cats should be incarcerated at a state-run institution and all remaining claws be removed before being allowed back into society. Cats should no longer be allowed in the passenger cabin of commercial aircraft. A dangerous-goods certificate must be completed at the time of check-in, the cat locked in hard-sided container and claws retracted. This is a win/win situation. Dangerous animals contained, automobile finishes protected and another source of revenue for the Colorado Department of Revenue realized.
