But as happens so often when there is inadequate oversight of the top tier of an organization, the people at the apex tend to develop the attitude that rules only apply to the people being led, not to the leaders.
Whether this is due to a “good old boy (girl)” network operating behind the scene or laxity on the part of City Council in their mandated oversight duties, the result is the same.
If anything, the perception of corruption can become quite corrosive to the trust between the citizens and the city government.
