Guess what? The only people who got to park were store employees! Business owners tried but could not get employees to move. Tourists were then unhappy because they had no place to park. That program died a rapid death, and the parking program evolved to what it is today.
And by the way, if the naysayers pay attention, most cities have parking-meter programs.
