The Gazette reports Daryn Murphy, a vice president for Wisconsin-based Commonwealth Development Corp., says the developer felt some of the messaging from Broadmoor Bluffs Neighborhood Association was “crossing the line.”

Commonwealth claims Broadmoor Bluffs is discriminating against the 60-unit apartment complex that is being financed with low-income housing tax credits. The complex is intended for people earning between one-third and half of the area’s median income. The Broadmoor Bluffs group alleges a myriad of city code and Americans with Disabilities Act violations. Many revolved around safety concerns for children living at the complex, as well as the potential for landslides in the area’s unstable ground.
