The change in Army regulations was issued in March 1993, while Clinton was president. It was not issued as an executive order but rather by the Army, pursuant to a Department of Defense directive issued in February 1992, during the presidency of George Herbert Walker Bush.

It did not ban all guns but restricted the authorization to carry firearms to those on law enforcement or security duty and to situations where bases are considered at risk. And the order applied only to the Army and would have nothing to do with the Navy Yard.

This doesn’t make the shooting less horrific but does set the facts straight.
