The Denver Post reported councilors will vote today whether or not to pay nearly $250,000 for the analysis.
Arapahoe Countys district attorney said in February the council should scrap the probe until after the arraignment of shooting suspect James Holmes because it could have caused problems with the prosecution.
A not-guilty plea has since been entered for Holmes, who is charged with multiple counts of murder and attempted murder.
Incident reports and an internal review by the fire department show police and fire officials failed to tell each other when and where rescuers were needed following the July 20 shooting, which left 12 dead and 70 injured. Those reports didnt offer any conclusions or recommendations.
