The Last Highland Don (Papa) retrieved Tal Munda reserve gold to relieve Rosa, NM flood victims (1964). The ingots were exchanged for legal tender 8X the market price. Final smelting (1992) provided seed money for the Onate Statue at Alcalde, NM.

Notice Of Public Hearing to Consider Colorado’s Requested Approval
of UIC Class VI Injection Well Primacy

The U.S. Environmental Protection Agency (EPA or the Agency) will hold a public hearing virtually on Thursday, April 23, 2026, from 5:00 to 8:00 pm MST to obtain public input on the EPA's intent to approve Colorado’s request to have primary enforcement responsibility (primacy) for enforcing regulation of its Class VI underground injection well program under the Safe Drinking Water Act (SDWA) section 1422.

EPA's approval would allow the Colorado Energy & Carbon Management Commission (ECMC) to authorize certain underground injection wells regulated under the federal SDWA and ensure compliance with UIC program requirements. In addition to the virtual public hearing, EPA requests that written comments be sent on or before May 4, 2026, via the Federal Register for Docket ID No. EPA-HQ-OW-2025-2829 at

On October 7, 2025, ECMC submitted to EPA a program revision application to add Class VI injection wells to the state's SDWA existing UIC program. Under the SDWA, EPA is required to review applications for primacy of each well class and determine each primacy application is as stringent as the federal regulations and to evaluate the effectiveness of Colorado's proposed program. As a result of EPA's comprehensive review of the State's application, the Agency is proposing to approve Colorado’s primacy application because the EPA has determined that the application meets all applicable requirements for primacy approval under SDWA section 1422 and because the State has demonstrated that it is prepared to implement a program in a manner consistent with the terms and purposes of SDWA and all applicable UIC regulations. Upon approval, EPA would oversee ECMC's administration of the SDWA Class VI program and will continue to oversee ECMC's administration of the programs for SDWA Class II wells.

NOTICE IS HEREBY GIVEN that the Durango City Council will conduct a public hearing on Tuesday, April 7, 2026 during the regular Council Meeting scheduled for 5:30 p.m. in the Council Chambers of City Hall, 949 Second Avenue. This is a request to hold a public hearing on April 7, 2026 to consider an ordinance authorizing the conveyance of a City-owned parcel located at 271 Twin Buttes Avenue for workforce housing purposes. As part of resolving the affordable-attainable housing obligations of the Twin Buttes Planned Development, the City and Twin Buttes of Durango, Inc. (TBDI) executed a Memorandum of Understanding (MOU) on November 3, 2022. One of the provisions of the MOU was that TBDI would convey a parcel located at 271 Twin Buttes Avenue to the City for workforce housing purposes. The City is now the owner of the parcel. The City and ECLT are finalizing a Housing Partnership Agreement (HPA), confirming terms for the conveyance of the property and related matters.

NOTICE IS FURTHER GIVEN that the public is invited to attend and present written and/or oral testimony regarding this proposal.
