{"id":96910,"date":"2018-12-04T18:53:17","date_gmt":"2018-12-05T01:53:17","guid":{"rendered":"https:\/\/dh.durangoherald.com\/tj\/job-search-ramps-up-for-next-la-plata-county-manager\/"},"modified":"2018-12-04T18:53:17","modified_gmt":"2018-12-05T01:53:17","slug":"job-search-ramps-up-for-next-la-plata-county-manager","status":"publish","type":"post","link":"https:\/\/dh.durangoherald.com\/tj\/job-search-ramps-up-for-next-la-plata-county-manager\/","title":{"rendered":"Job search ramps up for next La Plata County manager"},"content":{"rendered":"\n<p><!-- gallery:8f7529e8-2d3a-4cf8-9b30-ca3a29aae377 --><\/p>\n<p>La Plata County\u2019s search for a new county manager will begin in January.<\/p>\n<p>In September, <a href=\"https:\/\/durangoherald.com\/articles\/240064\">current County Manager Joanne Spina announced her retirement<\/a>, capping a 30-year career in the public sector. Spina\u2019s retirement will take effect Jan. 2.<\/p>\n<p>Megan Graham, county spokeswoman, said commissioners will vote whether to appoint Assistant County Manager Chuck Stevens as interim manager at the Dec. 11 board meeting.<\/p>\n<p>Stevens\u2019 role as interim manager would take effect Jan. 3.<\/p>\n<p>Then, the search is on.<\/p>\n<p>Graham said the search will be nationwide, then there will be a review of the candidates, who will go through an extensive interview process with commissioners, as well as other leaders in the county.<\/p>\n<p><figure class=\"wp-block-image naviga-inline-image naviga-align-left alignleft\" data-naviga-align=\"left\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=9a421671-1a6f-4ced-a2ed-1dd4483b530f&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" srcset=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=9a421671-1a6f-4ced-a2ed-1dd4483b530f&amp;function=cover&amp;type=preview&amp;source=false&amp;width=800 800w, https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=9a421671-1a6f-4ced-a2ed-1dd4483b530f&amp;function=cover&amp;type=preview&amp;source=false&amp;width=1200 1200w, https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=9a421671-1a6f-4ced-a2ed-1dd4483b530f&amp;function=cover&amp;type=preview&amp;source=false&amp;width=1800 1800w\" sizes=\"auto, (max-width: 480px) 100vw, (max-width: 1024px) 100vw, 2000px\" width=\"330\" height=\"497\" alt=\"Graham\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">Graham<\/span><span class=\"credit\">du1-i-syn<\/span><\/figcaption><\/figure>\n<\/p><p>At some point in the new year, a public reception will be held for finalists, she said.<\/p>\n<p>\u201cIt\u2019s a multi-phased search,\u201d Graham said.<\/p>\n<p>The goal is to have someone selected as quickly as possible, but Graham said there\u2019s not a scheduled date for when the county plans to hire a new manager.<\/p>\n<p>Should commissioners appoint Stevens to serve as interim manager, it will help keep the flow of county operations, Graham said. <a href=\"https:\/\/durangoherald.com\/articles\/190825\">Stevens was named assistant manager in October 2017<\/a> and has been with the county since 2015.<\/p>\n<p>Before coming to La Plata County, Stevens served for 25 years in the U.S. Marine Corps as a senior leader.<\/p>\n<p>\u201cContinuity would exist to allow for the search process to unfold,\u201d Graham said. \u201cBut at the same time, we don\u2019t want to have a void for a long time.\u201d<\/p>\n<p>Spina, 62, had planned to retire at the end of 2017, when she was serving as assistant county manager.<\/p>\n<p><a href=\"https:\/\/durangoherald.com\/articles\/162806\">But when then-County Manager Joe Kerby announced in June 2017<\/a> that he was leaving to take a job in Oregon, Spina stepped up to help the county with the transition.<\/p>\n<p><a href=\"https:\/\/durangoherald.com\/articles\/181972\">Spina moved to Southwest Colorado in 1985<\/a> and, ever since, has worked at some level of La Plata County government.<\/p>\n<p>\u201cI\u2019m a little nostalgic about it,\u201d Spina said. \u201cLa Plata County is my home, and it has been a tremendous privilege for me to serve the citizens here for the last 30 years. Not often does a person have the ability to do that level of service in their own home.\u201d<\/p>\n<p>La Plata County\u2019s next manager will enter at a time when <a href=\"https:\/\/durangoherald.com\/articles\/245193-la-plata-county-plans-for-another-year-of-low-revenues-in-2019\">the county is continuing to face budget woes tied to the downturn of the oil and gas industry in the region<\/a>.<\/p>\n<p>Since 2010, the county\u2019s property tax revenue has declined 50 percent \u2013 from $29.4 million to $14.9 million in 2018 \u2013 as a result of oil and gas prices dropping and less product being extracted.<\/p>\n<p>The fall has resulted in the county having less money for its operating budget, and as a result, it has cut a number of services, staff and maintenance projects, such as improving roads.<\/p>\n<p>But Spina said despite these struggles, the position is likely to draw quality candidates. La Plata County has about 450 employees and an operating budget of about $70 million.<\/p>\n<p>\u201cThe most rewarding times in a person\u2019s career in public service are the most challenging times,\u201d she said. \u201cFor a quality candidate, they would look at this and see a tremendous opportunity to contribute meaningfully to the community.\u201d<\/p>\n<p><figure class=\"wp-block-image naviga-inline-image naviga-align-left alignleft\" data-naviga-align=\"left\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=3eed46f9-e91c-4d5b-82ce-db710eaf07d6&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" srcset=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=3eed46f9-e91c-4d5b-82ce-db710eaf07d6&amp;function=cover&amp;type=preview&amp;source=false&amp;width=800 800w, https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=3eed46f9-e91c-4d5b-82ce-db710eaf07d6&amp;function=cover&amp;type=preview&amp;source=false&amp;width=1200 1200w, https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=3eed46f9-e91c-4d5b-82ce-db710eaf07d6&amp;function=cover&amp;type=preview&amp;source=false&amp;width=1800 1800w\" sizes=\"auto, (max-width: 480px) 100vw, (max-width: 1024px) 100vw, 2000px\" width=\"330\" height=\"515\" alt=\"Lachelt\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">Lachelt<\/span><span class=\"credit\">du1-i-syn<\/span><\/figcaption><\/figure>\n<\/p><p>La Plata County Commissioner Gwen Lachelt said the board wants a candidate who is willing to commit to the job and help get La Plata County on the right track financially.<\/p>\n<p>\u201cWe\u2019re going to be pretty particular about the person we end up choosing,\u201d Lachelt said. \u201cBut I believe there\u2019s plenty of folks out there with the experience and desire to come into this organization, which certainly has some challenges, but a lot of opportunity as well.\u201d<\/p>\n<p>Graham said there will be a retirement party open to the public for Spina from 4 to 6 p.m. Jan. 2 at the County Administration Building, 1101 East Second Ave.<\/p>\n<p>The event will also honor three other retiring employees: Craig Larson, assessor; Mark McKibben, general services director; and Sheila Casey, director of Senior Services.<\/p>\n<p>A reception for Spina will be held at the Durango Arts Center at 7:30 p.m. Dec. 12.
