{"id":96769,"date":"2018-12-11T11:06:24","date_gmt":"2018-12-11T18:06:24","guid":{"rendered":"https:\/\/dh.durangoherald.com\/tj\/group-calls-on-board-to-fire-durango-superintendent-snowberger\/"},"modified":"2018-12-11T11:06:24","modified_gmt":"2018-12-11T18:06:24","slug":"group-calls-on-board-to-fire-durango-superintendent-snowberger","status":"publish","type":"post","link":"https:\/\/dh.durangoherald.com\/tj\/group-calls-on-board-to-fire-durango-superintendent-snowberger\/","title":{"rendered":"Group calls on board to fire Durango superintendent Snowberger"},"content":{"rendered":"\n<p><figure class=\"wp-block-image naviga-inline-image\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=be8d5642-5e0b-48dc-9386-317f6bd0dfa1&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" srcset=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=be8d5642-5e0b-48dc-9386-317f6bd0dfa1&amp;function=cover&amp;type=preview&amp;source=false&amp;width=800 800w, https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=be8d5642-5e0b-48dc-9386-317f6bd0dfa1&amp;function=cover&amp;type=preview&amp;source=false&amp;width=1200 1200w, https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=be8d5642-5e0b-48dc-9386-317f6bd0dfa1&amp;function=cover&amp;type=preview&amp;source=false&amp;width=1800 1800w\" sizes=\"auto, (max-width: 480px) 100vw, (max-width: 1024px) 100vw, 2000px\" width=\"1603\" height=\"1044\" alt=\"Durango School District 9-R Superintendent Dan Snowberger addresses members of the media in 2015.\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">Durango School District 9-R Superintendent Dan Snowberger addresses members of the media in 2015.<\/span><span class=\"credit\">Durango Herald file<\/span><\/figcaption><\/figure>\n<\/p><p>A group of about 40 residents, employees and former employees concerned about the leadership at Durango School District 9-R, is calling for the termination of Superintendent Dan Snowberger\u2019s contract after they found alleged discrepancies and inaccuracies in Snowberger\u2019s r\u00e9sum\u00e9s and applications for past jobs, including 9-R.<\/p>\n<p>Especially troubling for the group \u2013 the Durango 9-R Central Office Accountability \u2013 said David Dillman, a former 9-R teacher who is retired and serving as the group\u2019s spokesman, is a failure to account for Snowberger\u2019s claim that he worked for nine years as a teacher and a more recent claim that he has served as a Title IX officer.<\/p>\n<p>The group\u2019s report, \u201cMisleading Leadership?: A Close Examination of Dan Snowberger\u2019s Educational Career Records White Paper,\u201d states: \u201cDurango 9R Central Office Accountability hopes all stakeholders will review the contents of this report and consider whether Mr. Snowberger truly represents the values of the citizens living within the Durango 9-R boundaries, most especially the children attending 9R schools, Further, all should consider whether he can successfully represent Durango 9R\u2019s employees in a meaningful capacity and let the appropriate 9R Board of Education member know their feelings.\u201d<\/p>\n<p>The group publicly released the white paper Monday on its <a href=\"https:\/\/communityfor9r.wixsite.com\/mysite\/single-post\/2018\/12\/10\/Durango-9R-Central-Office-Accountability-D9RCOA-A-Citizens-Group-Press-Release\" target=\"_blank\" rel=\"noopener\">website<\/a> and provided a copy to <em class=\"Nimrod Ital\">The Durango Herald<\/em>.<\/p>\n<div class=\"naviga-element naviga-subheadline1\">Interviewing with Thompson School District<\/div>\n<p>In January, the school board allowed automatic renewal of Snowberger\u2019s contract through June 30, 2020. Dillman said group members were dismayed when Snowberger interviewed for the superintendent position with the Thompson School District within a month after having his contract extended. In March, the <em class=\"Nimrod Ital\">Herald<\/em> reported <a href=\"https:\/\/durangoherald.com\/articles\/214803-durango-schools-superintendent-dan-snowberger-a-finalist-for-another-job\">Snowberger was a finalist for the job<\/a> with the Thompson district in Loveland.<\/p>\n<p>\u201cWhy would someone want to leave after having a contract that extended from 18 to 30 months? In sports, a contract renewal indicates the \u2018free agent\u2019 is now dedicated to the team that signed him, not immediately back on the market looking for a new\/better deal,\u201d Dillman wrote in an email to the <em class=\"Nimrod Ital\">Herald<\/em>.<\/p>\n<p><\/p><div class=\"naviga-social-embed\">&lt;![CDATA[\n<div class=\"pdf-asset-embed\">\n  Accountability group report<br>\n  <iframe src=\"\/\/dur-cjweb.newscyclecloud.com\/assets\/pdf\/CJ3370261211.pdf\" style=\"width:100%;height:600px\" frameborder=\"0\"><\/iframe>\n<\/div>\n<div class=\"pdf-download-notice\">If you\u2019re unable to view the PDF document above, <a href=\"https:\/\/dur-cjweb.newscyclecloud.com\/assets\/pdf\/CJ3370261211.pdf\" target=\"_blank\" rel=\"noopener\">click here<\/a> to view it in a new tab<\/div>\n<p>\n]]&gt;<\/p><\/div>\n<p>Dillman said he asked school board President Nancy Stubbs about Snowberger\u2019s application to Thompson schools after his contract renewal, but he was not satisfied with her response.<\/p>\n<p>He then sought Snowberger\u2019s application to the Thompson district through an open-records request, which led to the writing of the white paper.<\/p>\n<div class=\"naviga-element naviga-subheadline1\">Board response<\/div>\n<p>Stubbs wrote in an email to the <em class=\"Nimrod Ital\">Herald<\/em> on Sunday that no names were submitted as authors of the white paper, so the board will not comment.<\/p>\n<p>\u201cDurango 9-R Central Office Accountability, a concerned citizen group, does not provide their names and therefore the Board considers this White Paper to be an anonymous document and the Board does not respond to anonymous sources nor require the superintendent to respond either \u2026\u201d she wrote.<\/p>\n<p>She cites a 9-R board policy, <a href=\"https:\/\/www.boarddocs.com\/co\/dsd\/Board.nsf\/Public#\" target=\"_blank\" rel=\"noopener\">Operational Expectation<\/a>, which guides the superintendent in response to anonymous comments.<\/p>\n<p>Stubbs said people can address the board.<\/p>\n<p>\u201cWe do have a process and are available for individuals and groups to come to us with concerns, complaints, and questions,\u201d she wrote. \u201cThe Board will hold its regularly scheduled meeting this Tuesday, December 11, 2018, where we will continue to do our current work which includes all personnel and communications matters relevant to current events. Individuals and groups are welcome to come and address us in person during our public participation time.<\/p>\n<p>She also cites 9-R Operational Expectation 4.3 on the duties of the superintendent: \u201cThe superintendent will maintain processes for the effective handling of complaints, except that the superintendent is not required to act on or respond to complaints from anonymous sources or other sources that cannot be verified.\u201d<\/p>\n<p>School board member Stephanie Moran said in a telephone interview that she was on the school board when Snowberger was hired in 2012. She said his vetting was \u201cextensive and thorough.\u201d<\/p>\n<p>\u201cI believe by and large the district has been going in the right direction under Dan\u2019s leadership. Does that mean everybody loves and agrees with everything Dan does? No,\u201d she said.<\/p>\n<p>School board member Mick Souder did not respond to an email and phone call seeking comment. School board member Shere Byrd did not comment on the white paper in a brief telephone call and did not respond to an email seeking comment.<\/p>\n<p>Snowberger has taken an extended medical leave from his position after his wife. Olga, suffered multiple pelvis fractures and severe bruising in a car accident on Nov. 30 and was taken to St. Anthony Hospital in Denver for medical treatment.<\/p>\n<p>Deputy Superintendent Andy Burns is temporarily leading the district in Snowberger\u2019s absence.<\/p>\n<p>Snowberger has not returned an email and telephone call for comment on the white paper or this story. Sarah Berggren, Snowberger\u2019s executive assistant, said because he is on Family Medical Leave, he is not accessing either his 9-R email or his cellphone.<\/p>\n<div class=\"naviga-element naviga-subheadline1\">White paper claims<\/div>\n<p>The 44-page white paper enumerates the various inconsistencies, and provides timelines and footnotes with links to supporting documentation. The <em class=\"Nimrod Ital\">Herald<\/em> obtained Snowberger\u2019s r\u00e9sum\u00e9s and application packets through open records requests and also reviewed the supporting documents. Among some claims in the white paper:<\/p>\n<p><em class=\"mwc_body_bullet\">Snowberger misrepresented his previous service as a Title IX officer.<\/em><a href=\"https:\/\/durangoherald.com\/articles\/246570-father-says-durango-school-district-9r-mishandled-sexual-assault-investigation\">In October, Snowberger told the Herald that he had previously served as a Title IX officer<\/a> \u201cfor multiple years in other districts\u201d where he worked. He was responding to questions from the about an investigation the district conducted of an alleged sexual assault on a Riverview Elementary School student by a classmate. The parent of the alleged victim filed a complaint with the Office of Civil Rights. He felt the district failed to follow its own policies and procedures while conducting the investigation and in concluding no sexual assault took place. The <em class=\"Nimrod Ital\">Herald<\/em> had asked Snowberger what his qualifications were to conduct a sexual assault investigation.<\/p>\n<p>The white paper states: \u201cMr Snowberger\u2019s 2012 and 2018 cover letters resumes and 2018 application contain thousands of words with a total of 64 bulleted items. They are filled with numerous instances of \u2018overseeing\u2019 and \u2018managing\u2019 and \u2018leading\u2019 different aspects of public education. The total number of times \u2018Title IX or \u2018Officer of Civil Rights\u2019 mentioned is zero.<\/p>\n<p>Title IX is a federal civil rights law passed in 1972 that prohibits sex discrimination in education, including sexual misconduct. By law, schools are required to have a staff member trained as a Title IX compliance officer.<\/p>\n<p><em class=\"mwc_body_bullet\">Snowberger has misrepresented the length of time he served as a teacher before becoming an administrator.<\/em>\u201cOn the 9R website, Snowberger\u2019s biography claims he \u2018taught at various grade levels\u2019 prior to his experience at \u2018Winter Springs Elementary in Seminole County, Fla.\u2019 as an assistant principal starting in July 1997. In both his 2012 and 2018 resumes, Mr. Snowberger lists assistant principal position for the three years preceding Winter Springs, not teaching experience. Further, his teaching experience is listed as only three years, covering 1991-92, 1992-93 and the 1993-94 school years.\u201d<\/p>\n<p>His 2018 r\u00e9sum\u00e9 for the job at the Thompson district indicates he served as a teacher for the Lake County Public Schools in Tavares, Florida, from August 1991 to June 1994.<\/p>\n<p>His 2012 r\u00e9sum\u00e9 to the <a href=\"https:\/\/www.yumpu.com\/en\/document\/view\/29299743\/daniel-j-snowberger-seminole-county-schools\/5\" target=\"_blank\" rel=\"noopener\">Seminole County Public Schools<\/a> in Sanford, Florida, states he served as a teacher for the Lake County Public Schools from 1991 to 1994 (starting months are not listed).<\/p>\n<p>Before serving as a teacher with Lake County Public Schools, the Seminole School r\u00e9sum\u00e9 lists a position as a \u201cCompensatory Education Instructor\/paraprofessional\u201d with the Dade County Public Schools in Miami, Florida, from 1985 to 1991 (starting months are not listed).<\/p>\n<p>The white paper states \u201csix of his nine years\u2019 teaching experience remain unaccounted for.\u201d<\/p>\n<p><em class=\"mwc_body_bullet\">Snowberger misrepresented in his 2018 application to the Thompson district that his supervisor at Lake County Public Schools, Shirley Whitmore, was deceased.<\/em>However, the <em class=\"Nimrod Ital\">Herald<\/em> found and contacted Whitmore in Eustis, Florida. Whitmore confirmed she worked as principal when Snowberger taught in that district. She was complementary of him. \u201cEveryone liked him, and he just loved the students,\u201d Whitmore told the <em class=\"Nimrod Ital\">Herald<\/em>.<\/p>\n<p>The white paper includes several other claims of misrepresentations and questions the ethics of other actions in Snowberger\u2019s r\u00e9sum\u00e9s and applications including:<\/p>\n<p><em class=\"mwc_body_bullet\">Misrepresenting his date of graduation from Nova Southeastern University. On his r\u00e9sum\u00e9 provided to Thompson, he listed the date as 1990. According to college transcripts he provided to the Seminole School District, Snowberger graduated in May 1991.<\/em><em class=\"mwc_body_bullet\">Misrepresenting or obscuring his involvement with Cornerstone Prep School, a private Los Angeles charter school that the California Department of Education lists as closed by the Los Angeles Unified School District in July 2011. Snowberger served as chief academic officer at Cornerstone, according to his r\u00e9sum\u00e9s to the Seminole and Thompson school districts. His r\u00e9sum\u00e9 for Seminole states he worked part-time at Cornerstone from 2002 to 2006 and full-time from 2006 to 2007. His r\u00e9sum\u00e9 for Thompson states he worked for Cornerstone from January 2003 to November 2009.<\/em><em class=\"mwc_body_bullet\">Questioning the propriety of working for Cornerstone during periods of employment with the Douglas County School District from July 2002 to June 2006 and with the Harrison School District from July 2007 to June 2012.<\/em><em class=\"mwc_body_bullet\">Questioning the listing of his supervisor at Cornerstone as \u201cDr. Amy Semonv\u201d on his 2018 Thompson application and listing her contact information as unknown. According to the white paper: \u201cA Google search found a Dr. Amy Semonov (correct spelling) serving as one of the Board of Directors for the 2018-19 school year for Liza Jackson Preparatory School in Fort Walton Beach, Fl. Dr. Semonov\u2019s biography states she has been involved in charter schools in both California and Florida.
