New regulations could apply to oil and gas producers in Southwest Colorado.<\/span><span class=\"credit\">Jerry McBride\/Durango Herald<\/span><\/figcaption><\/figure>\n<\/p><p>A growing number of elected officials on the Western Slope are pushing for regulations on oil and gas pollution to reflect stricter rules currently in place on the Front Range.<\/p>\n<p>\u201cWhy would we have lax standards on one side of the state and more stringent standards on the other?\u201d said Pitkin County Commissioner Greg Poschman. \u201cWe need to get on the same page.\u201d<\/p>\n<p>In 2014, the state of Colorado adopted methane emission standards, seen as a national model for regulating the escape of the greenhouse gas from natural-gas and oil extraction operations. However, the rules did not address the issue of hydrocarbons, an oil and gas byproduct that can increase ozone levels and affect human health.<\/p>\n<p>Three years later, though, rules regulating hydrocarbons were implemented for nine Front Range counties from the Denver metro area to the northern part of the state around Fort Collins.<\/p>\n<p>Peter Butler, chairman of the state\u2019s <a href=\"https:\/\/www.colorado.gov\/pacific\/cdphe\/aqcc\" target=\"_blank\" rel=\"noopener\">Air Quality Control Commission<\/a>, said rules were selected for the Front Range because those communities fall below ozone standards set by the federal government, likely driven by a larger population and more industry operations, especially oil and gas.<\/p>\n<p>\u201cThat\u2019s why rules are much tighter there than the rest of the state,\u201d Butler said.<\/p>\n<p>Even vehicles older than seven years are required to pass periodic emissions tests as part of the new rules.<\/p>\n<p>The Environmental Protection Agency\u2019s ozone standard is 70 parts per billion.<\/p>\n<p>If a community has more days over 70 parts per billion than set by the standard, it is considered a \u201cnonattainment\u201d area and the state must draft an action plan to get into compliance, a measure laid out in the Clean Air Act.<\/p>\n<p>The EPA says health risks associated with unsafe ozone levels include difficulty breathing, aggravation of lung diseases such as asthma and increased risk of lung infection, among other risks. As a result, the region missed an extended deadline to meet federal health standards.<\/p>\n<p>Recently, there\u2019s been a push for hydrocarbon standards to be applied statewide.<\/p>\n<p>The state\u2019s Air Quality Control Commission set up a task force last year to accomplish this goal.<\/p>\n<p>\u201cIn a year from now, we\u2019re expecting them to come forward with some proposal, either regulatory or non-regulatory, to reduce emissions,\u201d Butler said.<\/p>\n<p>The news is welcome to some elected officials on the Western Slope who say air pollution has no boundaries, making it a statewide \u2013 even nationwide \u2013 problem.<\/p>\n<p><\/p><div class=\"naviga-social-embed\">&lt;![CDATA[\n<div class=\"pdf-asset-embed\">\n  Western Leaders letter<br>\n  <iframe src=\"\/\/dur-cjweb.newscyclecloud.com\/assets\/pdf\/CJ337131214.pdf\" style=\"width:100%;height:600px\" frameborder=\"0\"><\/iframe>\n<\/div>\n<div class=\"pdf-download-notice\">If you\u2019re unable to view the PDF document above, <a href=\"https:\/\/dur-cjweb.newscyclecloud.com\/assets\/pdf\/CJ337131214.pdf\" target=\"_blank\" rel=\"noopener\">click here<\/a> to view it in a new tab<\/div>\n<p>\n]]&gt;<\/p><\/div>\n<p>Last week, a collection of 27 Western Slope elected officials through <a href=\"https:\/\/www.westernleaders.org\/\" target=\"_blank\" rel=\"noopener\">Western Leaders Network<\/a> sent a letter to the state\u2019s task force calling for strengthened regulations. The group of elected officials includes three Durango city councilors, two La Plata Electric Association board members and La Plata County Commissioner Gwen Lachelt.<\/p>\n<p>Poschman, for instance, said Pitkin County doesn\u2019t have much of an extraction industry, but that doesn\u2019t mean pollution regulations should be limited.<\/p>\n<p>\u201cIt\u2019s definitely a statewide issue,\u201d he said. \u201cWe all breathe the same air.\u201d<\/p>\n<p>Poschman said some parts of the state outside the Front Range are experiencing intense population growth, which means emissions could be more of an issue down the line.<\/p>\n<p>\u201cWe need to address this before it becomes a problem,\u201d he said.<\/p>\n<p>La Plata County isn\u2019t considered a \u201cnonattainment\u201d area, but it\u2019s coming close, Butler said.<\/p>\n<p>Lachelt, who is also executive director of Western Leaders Network, said Southwest Colorado is under a 2,400-square-mile \u201cmethane cloud\u201d that expands into New Mexico and is largely attributed to natural gas production in the San Juan Basin.<\/p>\n<p>\u201cWe deserve the same protections as the Front Range,\u201d Lachelt said.<\/p>\n<p>The task force, called the State Hydrocarbon Emissions Reduction Task Force, includes members of the oil and gas industry, members of the mining industry, environmentalists and recreationists, to name a few, Butler said.<\/p>\n<p>\u201cBasically, they\u2019re talking a lot and having a lot of meetings,\u201d he said.<\/p>\n<p>Calls to Greg Kaufman, director of the state\u2019s Air Pollution Control Division, were not returned for this story.<\/p>\n<p>\u201cWe\u2019re working with the stakeholders as best we can, and hopefully come up with a result good for industry and the public,\u201d said Eric Carlson, executive director for <a href=\"http:\/\/www.coga.org\/\" target=\"_blank\" rel=\"noopener\">Colorado Oil and Gas Association\u2019s<\/a> West Slope.<\/p>\n<p>Christi Zeller, director of the <a href=\"https:\/\/energycouncil.org\/\" target=\"_blank\" rel=\"noopener\">Energy Council<\/a>, said in an email, \u201cThe current process is working well.\u201d<\/p>\n<p>\u201cWe believe that the meeting to be held here in April will be important so that we can discuss the immense differences in production, product and equipment here in southwestern Colorado and once again remind those elected officials and state officials of the unique challenges and opportunities in the San Juan Basin,\u201d Zeller said.<\/p>\n<p>John Messner, a Gunnison County commissioner, said maintaining the viability of those industries is important.
