{"id":89325,"date":"2020-04-15T00:26:23","date_gmt":"2020-04-15T06:26:23","guid":{"rendered":"https:\/\/dh.durangoherald.com\/tj\/mancos-swears-in-new-town-board\/"},"modified":"2020-04-15T00:26:23","modified_gmt":"2020-04-15T06:26:23","slug":"mancos-swears-in-new-town-board","status":"publish","type":"post","link":"https:\/\/dh.durangoherald.com\/tj\/mancos-swears-in-new-town-board\/","title":{"rendered":"Mancos swears in new Town Board"},"content":{"rendered":"\n<p><figure class=\"wp-block-image naviga-inline-image\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=3f102d8b-c457-4a37-b4e3-8a3d780953e6&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"2000\" height=\"1500\" alt=\"Mancos Town Hall\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">Mancos Town Hall<\/span><span class=\"credit\">File photo<\/span><\/figcaption><\/figure>\n<\/p><p>At its second electronic meeting during the COVID-19 era, the Mancos Town Board on April 8 swore in its new board, reappointed town staff members and approved a new on-call contractor system.<\/p>\n<p>The coronavirus pandemic and stay-at-home orders have disrupted normal meeting operations, but Mancos trustees and staff proceeded according to agenda \u2013 although some \u201cthumbs up\u201d voting was used, in light of Zoom audio issues.<\/p>\n<div class=\"naviga-element naviga-subheadline1\">Board news<\/div>\n<p>One new board member and three incumbent members were sworn in on the board.<\/p>\n<p>Janice Bryan is the new trustee, Ed Hallam and Cindy Simpson were re-sworn in as board members, and Queenie Barz again was sworn in as mayor.<\/p>\n<p>Afterward, the board voted for Fred Brooks to remain as mayor pro tem.<\/p>\n<p>The board also recognized Craig Benally, whose term expired this spring, but who decided not to seek reelection. Last Wednesday was Benally\u2019s last meeting.<\/p>\n<p>\u201cCraig Benally has served with honor and integrity the town of Mancos and its citizens for four years as a Trustee of the Board,\u201d said Mayor Queenie Barz, reading aloud from a proclamation recognizing Benally.<\/p>\n<div class=\"naviga-element naviga-subheadline1\">On-call contractors<\/div>\n<p>The board unanimously approved on-call contracts with Circle Z Construction Inc. and Ramco Developments LLC for general contractor on-call services.<\/p>\n<p>This item was first broached at the March 11 meeting. Town Administrator Heather Alvarez said that having on-call contractors would allow for unexpected or small projects or repairs to be completed in a speedier manner.<\/p>\n<p>\u201cCurrently, our purchasing policies require any project more than $1,000 and not an emergency, to receive three written bids,\u201d Alvarez wrote in a <a href=\"https:\/\/mancoscolorado.com\/admindocs\/Minutes\/2020Minutes\/20200408Packet.pdf\" target=\"_blank\" rel=\"noopener\">staff report<\/a>. \u201cMany times, despite repeated publications or phone calls, we are unable to obtain even one bid. In the past two years, we\u2019ve had this problem with street paving\/repairs and sidewalk construction\/repairs, for example.\u201d<\/p>\n<p>The town solicited proposals from general contractors to perform on-call services, and received three bids. Staff selected Circle Z and Ramco for the jobs, as they are both Montezuma County contractors who employ local labor and have completed projects for Mancos in the past, Alvarez said.<\/p>\n<p>Board members will still be notified about these projects at their bimonthly meetings.
