Two candidates are vying for chairman, and four candidates are competing for two open seats on council.<\/span><span class=\"credit\">Shane Benjamin\/Durango Herald file<\/span><\/figcaption><\/figure>\n<\/p><p>Southern Ute Indian tribal members will select two new council members and a new tribal chairman on Friday during a runoff election.<\/p>\n<p>Shane Seibel and Christine Baker-Sage are competing for chairman, a seat previously held by Clement Frost.<\/p>\n<p>Frost retired after 27 years in office, according to the <a href=\"http:\/\/www.sudrum.com\/news\/2017\/12\/08\/tribe-bids-farewell-to-chairman-frost-councilwoman-barry\/\" target=\"_blank\" rel=\"noopener\">Southern Ute Drum<\/a>, the tribe\u2019s newspaper.<\/p>\n<p>Cheryl Frost, Cedric Chavez, Dedra White and incumbent Amy Barry are competing for two council seats.<\/p>\n<p>The candidates won during the November general election when tribal members voted on a pool of six council candidates. They also voted on six chairman candidates, whittling them to two.<\/p>\n<p>The elected chairman and councilors will serve three-year terms on the seven-member board.<\/p>\n<p>The council candidates are vying to fill the seats previously filled by Barry and Tyson Thompson. Thompson lost his bid for chairman in the November election.<\/p>\n<p>Candidates submitted statements to the Southern Ute Drum outlining their platforms; Seibel was the only candidate to return a request for an interview.<\/p>\n<div class=\"naviga-element naviga-subheadline1\">Chairman candidates<\/div>\n<p><figure class=\"wp-block-image naviga-inline-image naviga-align-left alignleft\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=9c4bf048-3b75-44e5-84f6-fdf40626876d&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"391\" height=\"571\" alt=\"Seibel\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">Seibel<\/span><span class=\"credit\">du1-i-syn<\/span><\/figcaption><\/figure>\n<\/p><p>Seibel, a former Growth Fund employee, said he would bring experience in general contracting, real estate management, and oil and gas development to the job.<\/p>\n<p>This is his third bid for tribal office. He decided to run after tribal elders asked him to consider it, he said.<\/p>\n<p>\u201cIt\u2019s something that I enjoy, to really dive in and represent the people and get things done,\u201d he said.<\/p>\n<p>After working for the Southern Ute Tribe for 23 years, he started ONE Enterprises, an earth restoration company that cleans up oil and gas sites. He and his wife started the company five years ago.<\/p>\n<p>He has also coached Ignacio basketball for more than 20 years, and he said he understands what it means to build work ethic in a team setting.<\/p>\n<p>\u201cMy passion is really working on me, holding myself accountable, so I can in turn teach that,\u201d he said.<\/p>\n<p>A call for transparency was a theme in many of the candidates\u2019 statements. Seibel said the theme resonates nationally and locally.<\/p>\n<p>\u201cWe want transparency; I feel like that\u2019s an important question and needs to be answered with data. \u2026 Here\u2019s the data that you\u2019re requesting, it\u2019s important that we share it and talk about it and understand it,\u201d he said.<\/p>\n<p><figure class=\"wp-block-image naviga-inline-image naviga-align-left alignleft\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=c00e6980-6d53-4d54-b53d-fa436adec124&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"372\" height=\"556\" alt=\"Baker-Sage\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">Baker-Sage<\/span><span class=\"credit\">du1-i-syn<\/span><\/figcaption><\/figure>\n<\/p><p>Seibel\u2019s opponent, Baker-Sage, said in her candidate statement that tribal members needed to be treated with respect and concern.<\/p>\n<p>\u201cHere is my platform, \u2018To give the Tribal administration back to the Tribal members\u2019 with this, I mean show the members respect, concern, and the assistance that they are asking for,\u201d she wrote.<\/p>\n<div class=\"naviga-element naviga-subheadline1\">Council candidates<\/div>\n<p><figure class=\"wp-block-image naviga-inline-image naviga-align-left alignleft\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=51bbe8c9-d063-4cf6-8699-078eb45b1d4e&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"375\" height=\"556\" alt=\"White\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">White<\/span><span class=\"credit\">du1-i-syn<\/span><\/figcaption><\/figure>\n<\/p><p>Dedra White offered the most specifics in her statement, especially about the tribe\u2019s budget.<\/p>\n<p>Tribal members receive about 35 percent of the $93 million budget, while non-tribal employees of the tribe receive 65 percent of the budget, she said.<\/p>\n<p>\u201cI want to downsize the government by at least 40 percent and pass on those savings to the Tribal Members through programs, benefits, and increased monetary disbursements,\u201d she wrote.<\/p>\n<p>White also called for the Southern Ute Health Center and Health Department to be seriously assessed because she said there is a lack of continuity of care for members, \u201cespecially for those with chronic and serious conditions.\u201d<\/p>\n<p>She also committed to increase the emphasis on revitalizing the Ute language.<\/p>\n<p><figure class=\"wp-block-image naviga-inline-image naviga-align-left alignleft\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=46ce6391-9938-4087-980f-6e3f95b954c8&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"372\" height=\"556\" alt=\"Chavez\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">Chavez<\/span><span class=\"credit\">du1-i-syn<\/span><\/figcaption><\/figure>\n<\/p><p>In his statement, Chavez said he was running because he has been waiting a long time for positive change, and that makes the Southern Ute Indian Tribe responsible to its members.<\/p>\n<p>He called on the tribal voters to ask themselves; \u201cIs the Tribe exercising its oversight on the Growth Fund\u201d and \u201cWho is benefiting from Tribal ventures and what information to the success of failures of these ventures is being passed on to the membership?\u201d<\/p>\n<p>Tribal members deserve answers to these questions and any other questions they have, he wrote.<\/p>\n<p><figure class=\"wp-block-image naviga-inline-image naviga-align-left alignleft\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=a2c33e04-b502-490e-9188-6fc6cf43e307&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"380\" height=\"568\" alt=\"Barry\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">Barry<\/span><span class=\"credit\">du1-i-syn<\/span><\/figcaption><\/figure>\n<\/p><p>A former Southern Ute Tribe employee, Barry said she would continue to advocate for a youth facility that will address the educational and physical needs of tribal youth. She also called for a comprehensive study of the tribe\u2019s health resources to ensure the tribe is providing quality care at marginal cost.<\/p>\n<p><figure class=\"wp-block-image naviga-inline-image naviga-align-left alignleft\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=03feb43b-f22b-4881-8fec-80a552593394&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"384\" height=\"557\" alt=\"Frost\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">Frost<\/span><span class=\"credit\">du1-i-syn<\/span><\/figcaption><\/figure>\n<\/p><p>Frost stated she did not have a campaign platform and that she would not set a definite timeline to accomplish goals.<\/p>\n<p>\u201cI have no promises to make and I make no deals with or for anyone,\u201d she said.<\/p>\n<p>Pieces of her statement read like an open letter to the tribal council.
