{"id":73556,"date":"2016-08-10T23:55:23","date_gmt":"2016-08-11T05:55:23","guid":{"rendered":"https:\/\/dh.durangoherald.com\/tj\/courthouse-entrance-debated-by-city-county\/"},"modified":"2016-08-11T05:55:23","modified_gmt":"2016-08-11T05:55:23","slug":"courthouse-entrance-debated-by-city-county","status":"publish","type":"post","link":"https:\/\/dh.durangoherald.com\/tj\/courthouse-entrance-debated-by-city-county\/","title":{"rendered":"Courthouse entrance debated by city, county"},"content":{"rendered":"\n<p><figure class=\"wp-block-image naviga-inline-image\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=7c440a73-d722-4a17-a509-651349506359&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"1987\" height=\"871\" alt=\"An artist\u2019s rendering of the new county courthouse building.\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">An artist\u2019s rendering of the new county courthouse building.<\/span><span class=\"credit\">Courtesy illustration<\/span><\/figcaption><\/figure>\n<\/p><p>Montezuma County officials got a surprise this week when they learned that city of Cortez planners wanted the main traffic entrance to the new courthouse relocated by 185 feet for safety reasons.<\/p>\n<p>But after an hour of intense debate at Tuesday night\u2019s city council meeting, the council voted against the advice of their own planners and unanimously agreed to keep the entrance in its original location.<\/p>\n<p>\u201cMoving the entrance would cost the county between $30,000 and $50,000,\u201d said Monty Guiles, the county owners representative for the courthouse project. \u201cWe worked very hard to get the price down from $11 million to $8.2 million.\u201d<\/p>\n<p>The new courthouse is being built on land owned by the county on N. Park Street, south of the Montezuma County sheriff\u2019s office. Because it is within the city limits the project had to go through the city planning process.<\/p>\n<p>The courthouse\u2019s main east entrance lines up with the east-west running Driscoll Street where it intersects with Park Street.<\/p>\n<p>But there was a difference of opinion between city planners and the county on where the entrance should be, and whether the current entrance is technically a driveway.<\/p>\n<p>\u201cThe city engineers recommend that the entrance be moved to the south (further down Park St.) for safety issues and to address sight distance issues,\u201d said city planner Tracie Hughes. \u201cMoving it would allow more time for people coming out of the courthouse and for vehicles coming around the corner,\u201d from the sheriff\u2019s office.<\/p>\n<p>In making their case to relocate the entrance, city planners argued that because the current location will have a stop sign, it is considered a \u201cstop controlled\u201d intersection under the city code. It therefore requires a 240-foot line-of-sight distance requirement that cannot be met from the current location.<\/p>\n<p>But the county objected, saying the current entrance had already been approved by city planners as a \u201cdriveway\u201d and meets the 115-foot line-of-sight distance requirement for that category.<\/p>\n<p>\u201cWe interpreted it one way, and they interpreted it another. The driveway meets the requirements,\u201d Guiles said.<\/p>\n<p>City planners wanted to move the entrance so it would not interfere with emergency traffic coming from the nearby sheriff\u2019s office.
