{"id":73200,"date":"2017-02-06T17:17:16","date_gmt":"2017-02-07T00:17:16","guid":{"rendered":"https:\/\/dh.durangoherald.com\/tj\/montezuma-commissioners-oust-water-board-president\/"},"modified":"2017-02-07T00:17:16","modified_gmt":"2017-02-07T00:17:16","slug":"montezuma-commissioners-oust-water-board-president","status":"publish","type":"post","link":"https:\/\/dh.durangoherald.com\/tj\/montezuma-commissioners-oust-water-board-president\/","title":{"rendered":"Montezuma commissioners oust water board president"},"content":{"rendered":"\n<p><!-- gallery:2fa93e2d-3007-4bd2-9f1a-c7a3ee2ed7a7 --><\/p>\n<p>Two longtime representatives of the Southwestern Water Conservation District board have been ousted from their seats.<\/p>\n<p>Board President John Porter and Vice President Steve Fearn, representatives of Montezuma and San Juan counties, respectively, were voted off the <a href=\"http:\/\/swwcd.org\/\" target=\"_blank\" rel=\"noopener\">board<\/a> by commissioners in their respective counties.<\/p>\n<p>The board consists of nine members representing Archuleta, Dolores, Hinsdale, La Plata, Mineral, Montezuma, Montrose, San Juan and San Miguel counties. Board directors can serve an unlimited number of three-year terms.<\/p>\n<p>Montezuma County commissioners selected Don Schwindt to replace Porter, who was general manager of the <a href=\"http:\/\/www.doloreswater.com\/\" target=\"_blank\" rel=\"noopener\">Dolores Water Conservancy District<\/a> for 22 years and a Southwestern board director for 26.<\/p>\n<p>Schwindt is a director on the Dolores Water Conservancy District board and a critic of the Dolores National Conservation Area, a controversial proposal in Montezuma County to congressionally protect land and water along the lower Dolores. He did not return a call.<\/p>\n<p>Porter thinks the proposal, criticized by Montezuma County commissioners, influenced his removal. Under Porter\u2019s leadership, Southwestern Water Conservation District contributed funds to hire a water attorney to rewrite draft National Conservation Area legislation, which Porter thinks was perceived as support for the bill.<\/p>\n<p>\u201cI perceived the funding as an effort so everyone involved knew all the problems, the facts on both sides and could intelligently make a decision,\u201d Porter said. \u201cI think Southwestern\u2019s involvement was perceived by others that we were very much in favor of the NCA legislation. That had something to do with it, and the fact that I\u2019m 80-plus, and my 26 years on the board.\u201d<\/p>\n<p>Montezuma County Commissioner Larry Suckla said the commission chose Schwindt because of his water knowledge, and the conservation area proposal did not play a part in the decision.<\/p>\n<p>\u201cDon has shown ways that he would save water and retain water for farmers and ranchers,\u201d Suckla said. \u201cJohn Porter is an icon for Montezuma County. He was involved in the management of the lake (McPhee Reservoir), and all the benefits the county has received from that is because of the work he did, but it felt like it was time for new eyes.\u201d<\/p>\n<p>When Porter joined the board in 1990, he said water storage and dam construction were the district\u2019s primary focus, including such projects as Lake Nighthorse. But gradually, the focus broadened to consider recreational water use and water quality.<\/p>\n<p>Porter refers to his tenure as a career highlight, and said the importance of inter-basin relations and dialogue will only increase as time goes on, water supply dwindles and population grows.<\/p>\n<p>\u201cYou\u2019re asking someone who\u2019s biased, but I\u2019ve always felt that the Southwestern board tried its very best to represent all interests,\u201d Porter said. \u201cTrue, the majority of the members, including myself, were and still are agriculture-oriented. Yet to me, as Colorado\u2019s population grows, it\u2019s inevitable that our water supply will be drying up agriculture. And that\u2019s not in our best interest, but I don\u2019t see a way of satisfying municipal needs that we\u2019re going to have without drying up some ag use. Irrigation takes a lot of water, and just that amount converted to municipal use will take care of a lot of families in an urban situation.\u201d<\/p>\n<p>Fearn, a prominent longtime coordinator of the <a href=\"http:\/\/animasriverstakeholdersgroup.org\/blog\/\" target=\"_blank\" rel=\"noopener\">Animas River Stakeholders Group<\/a>, has represented San Juan County on the water conservation board since 1990 and served as vice president since 2007.<\/p>\n<p>But San Juan County commissioners said Fearn\u2019s representation no longer reflects county values, which have changed significantly since Silverton\u2019s mining days to include more recreational interests with respect to water, county attorney Paul Sunderland said.<\/p>\n<p>Fearn did not return a call for comment.<\/p>\n<p>Commissioners voted to appoint Charlie Smith, part-time Silverton resident and eight-year general manager of the <a href=\"http:\/\/www.lakedurango.org\/\" target=\"_blank\" rel=\"noopener\">Lake Durango Water Authority<\/a>, as Fearn\u2019s replacement.<\/p>\n<p>\u201cCommissioners thought Charlie Smith would better represent San Juan County,\u201d Sunderland said. \u201cHe has a lot of water expertise, and he\u2019s probably more in tune with the wants of the current board. Historically, San Juan County has been largely dominated by mining interests, and Steve Fearn is very much associated with those interests, but the board\u2019s interests have shifted more toward recreation.\u201d<\/p>\n<p>The fact that the state of New Mexico named Fearn in a lawsuit as a \u201cpotentially responsible party\u201d for mine pollution in the Gladstone area was noted in the county\u2019s decision, Sunderland said.<\/p>\n<p>\u201cIt\u2019s definitely something we\u2019re aware of, given his ownership interests around Gladstone,\u201d he said.<\/p>\n<p>Southwestern Water is a state-created entity tasked with making decisions relevant to regional water rights, including storage, quality and use.<\/p>\n<p>\u201cI want to make sure the county\u2019s views are represented,\u201d Smith told The Durango Herald. \u201cI have an understanding of their water rights, and a lot of work needs to be done to secure those rights and make sure the uses align with what the county envisions.\u201d<\/p>\n<p><em class=\"mwc_shirttail\"><a href=\"mailto:jpace@durangoherald.com\">jpace@durangoherald.com<\/a><\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>replaced amid commission\u2019s opposition to conservation proposal<\/p>\n","protected":false},"author":1,"featured_media":73201,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[],"tags":[21,13,60,1562,295],"naviga_topic":[],"class_list":["post-73200","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","tag-cortez","tag-frontpage-lead","tag-montezuma-county","tag-san-juan-county-colorado","tag-water"],"acf":[],"author_name":"dh_admin","_links":{"self":[{"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/posts\/73200","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/comments?post=73200"}],"version-history":[{"count":0,"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/posts\/73200\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/media\/73201"}],"wp:attachment":[{"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/media?parent=73200"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/categories?post=73200"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/tags?post=73200"},{"taxonomy":"naviga_topic","embeddable":true,"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/naviga_topic?post=73200"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
