John Hickenlooper signed Senate Bill 278 on Monday. The bill makes \u201crolling coal\u201d \u2013 the slang for blowing exhaust \u2013 subject to a $100 fine. An extra $35 fine is assessed when drivers modify their vehicle to blow the exhaust.<\/p>\n<p>State Rep. Don Coram, R-Montrose, sponsored the bill, which came up twice in the 2017 legislative session. Initially, lawmakers thought \u201crolling coal\u201d was a fad that would pass and legislation wasn\u2019t necessary.<\/p>\n<p>Coram said it is not uncommon for bills that may be controversial in a split Legislature to go through several variations before they are agreeable to both parties.<\/p>\n<p>\u201cI think it\u2019s just one of those things that sometimes things take time to mature and develop, and I think that\u2019s what we have here,\u201d Coram said.<\/p>\n<p>Republicans on the Senate State, Veterans and Military Affairs Committee killed the initial version of SB 278 because they felt it would penalize owners of agricultural and commercial vehicles who modify their vehicles to improve performance.<\/p>\n<p>Coram reintroduced the bill with an exemption for these vehicles; it passed on a majority vote by both chambers of the Legislature.<\/p>\n<p><em class=\"mwc_shirttail\"><a href=\"mailto:Lperkins@durangoherald.com\">Lperkins@durangoherald.com<\/a><\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Legislation carries $100 fine for nuisance displays of exhaust smoke<\/p>\n","protected":false},"author":1,"featured_media":72436,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[],"tags":[94,481,28,29,934],"naviga_topic":[],"class_list":["post-72435","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","tag-colorado-state-government","tag-gov-john-hickenlooper","tag-headlines","tag-newsletter","tag-state-sen-don-coram"],"acf":[],"author_name":"dh_admin","_links":{"self":[{"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/posts\/72435","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/comments?post=72435"}],"version-history":[{"count":0,"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/posts\/72435\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/media\/72436"}],"wp:attachment":[{"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/media?parent=72435"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/categories?post=72435"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/tags?post=72435"},{"taxonomy":"naviga_topic","embeddable":true,"href":"https:\/\/dh.durangoherald.com\/tj\/wp-json\/wp\/v2\/naviga_topic?post=72435"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
