{"id":70012,"date":"2016-09-17T01:39:10","date_gmt":"2016-09-17T07:39:10","guid":{"rendered":"https:\/\/dh.durangoherald.com\/tj\/county-blocks-effort-to-close-road-near-phils-world\/"},"modified":"2016-09-17T07:39:10","modified_gmt":"2016-09-17T07:39:10","slug":"county-blocks-effort-to-close-road-near-phils-world","status":"publish","type":"post","link":"https:\/\/dh.durangoherald.com\/tj\/county-blocks-effort-to-close-road-near-phils-world\/","title":{"rendered":"County blocks effort to close road near Phil\u2019s World"},"content":{"rendered":"\n<p><figure class=\"wp-block-image naviga-inline-image\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=0593812f-2fe9-4ef3-80d4-2e88a8009da1&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"2000\" height=\"1499\" alt=\"Riders cruise up a hill at Phil\u2019s World during an evening group ride earlier this year.\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">Riders cruise up a hill at Phil\u2019s World during an evening group ride earlier this year.<\/span><span class=\"credit\">Journal file photo<\/span><\/figcaption><\/figure>\n<\/p><p>In a split decision, the Montezuma County commissioners blocked a citizen proposal to consider abandoning a 75-foot section of County Road N that borders Bureau of Land Management land.<\/p>\n<p>Road N resident Tara Olson requested a hearing be held to deliberate closing the green-signed county road for public access.<\/p>\n<p>She and Chip Olson cited concerns of increased vehicle traffic, parking and trespassing because of the proposed expansion of the Phil\u2019s World mountain bike park.<\/p>\n<p>Commissioners held an informal public comment session on the matter on Monday, Sept. 12 to hear the pros and cons of closing the short section of road.<\/p>\n<p>Connie Clementson, field manager for the BLM\u2019s Tres Rios Office, urged the county to keep the section of road open.<\/p>\n<p>\u201cEnsuring access to BLM lands is critical to our mission,\u201d she said. \u201cCounty roads are the most reliable, long-term access.\u201d<\/p>\n<p>Clementson said closing Road N could set a legal precedent for removing public access from other green-signed roads that border BLM and national monument lands, such as County Road 20.<\/p>\n<p>Public lands \u201care not for the benefit of a few,\u201d Clementson said. \u201cA lot of our BLM lands are already landlocked.
