{"id":68071,"date":"2017-02-13T01:24:52","date_gmt":"2017-02-13T08:24:52","guid":{"rendered":"https:\/\/dh.durangoherald.com\/tj\/colorado-senate-house-hear-hemp-transportation-bills\/"},"modified":"2017-02-13T08:24:52","modified_gmt":"2017-02-13T08:24:52","slug":"colorado-senate-house-hear-hemp-transportation-bills","status":"publish","type":"post","link":"https:\/\/dh.durangoherald.com\/tj\/colorado-senate-house-hear-hemp-transportation-bills\/","title":{"rendered":"Colorado Senate, House hear hemp, transportation bills"},"content":{"rendered":"\n<p><figure class=\"wp-block-image naviga-inline-image\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=4fe4d207-71b6-4f85-a0b9-31a27b768826&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"2000\" height=\"1333\" alt=\"\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"credit\">Associated Press file<\/span><\/figcaption><\/figure>\n<\/p><p>DENVER \u2013 Republicans in the Colorado House of Representatives shot back Thursday after House Speaker Crisanta Duran said a day earlier that revenue-neutral proposals were not the answer to the state\u2019s transportation funding woes.<\/p>\n<p>\u201cSpeaker Duran\u2019s call for more taxpayer revenue without any offsetting tax reductions is a complete departure from constructive conversations with Republicans, and shows she and the Democrats have given up on a fiscally responsible solution to transportation funding,\u201d Assistant Minority Leader Cole Wist, R-Centennial, said in a statement released Thursday by the House GOP.<\/p>\n<p>Duran said Democrats would oppose a revenue-neutral solution that would take money from other areas of need, such as education funding.<\/p>\n<p><em class=\"mwc_body_bullet\">In other action Thursday, the Senate and House adopted 31 bills on second reading and three bills passed third reading.<\/em>Included were 14 supplemental budget appropriation requests for various departments of state government. Supplemental appropriations bills are requests for adjustments to funding to make up for shortfalls in original appropriations.<\/p>\n<p>The bills will receive a third reading in the coming days before being sent to the House.<\/p>\n<p><em class=\"mwc_body_bullet\">Also, 26 bills were heard in committees, including Senate Bill 109, which would allow for the use of industrial hemp in animal feed.<\/em> S.B. 109 was heard in the Senate Agriculture, Natural Resources and Energy Committee and passed unanimously for a second reading before the Senate as a whole.<\/p>\n<p>Sen.
