{"id":66786,"date":"2019-08-17T05:00:00","date_gmt":"2019-08-17T11:00:00","guid":{"rendered":"https:\/\/dh.durangoherald.com\/tj\/inmate-population-swells-at-la-plata-county-jail\/"},"modified":"2019-08-17T11:00:00","modified_gmt":"2019-08-17T11:00:00","slug":"inmate-population-swells-at-la-plata-county-jail","status":"publish","type":"post","link":"https:\/\/dh.durangoherald.com\/tj\/inmate-population-swells-at-la-plata-county-jail\/","title":{"rendered":"Inmate population swells at La Plata County Jail"},"content":{"rendered":"\n<p><!-- gallery:94367e0b-139c-45e4-96e6-80ff71f37af0 --><\/p>\n<p>La Plata County Jail deputies are exhausted.<\/p>\n<p>One deputy slumped in her chair this week at a control center in the middle of the jail\u2019s main housing block, which offers a panoramic view of cellblocks. From inside a dark room, she and another deputy monitor dozens of inmates through large glass windows with well-lit cellblocks on the other side. A control booth allows them to view cameras and open and close dozens of cell doors.<\/p>\n<p>It\u2019s usually quiet in the mornings, but once inmates wake up, things get hectic. And with inmate populations swelling, deputies are supervising more people with the same amount of resources.<\/p>\n<p>The La Plata County Jail housed an average of 101 inmates per day five years ago, but that population grew to 190 inmates in 2018. Two snapshot dates from this year \u2013 June 28 and Aug. 15 \u2013 reported 209 inmates and 216 inmates, respectively, said jail Lt. Gary Boudreau.<\/p>\n<p>The jail\u2019s budget increased from $6.05 million in 2015 to $6.49 million in 2019, about a 7% change, according to the approved 2019 La Plata County budget.<\/p>\n<p>\u201cJust because the population goes up doesn\u2019t mean we add more staff,\u201d Boudreau said.<\/p>\n<p>Fewer people are actually going to jail, but they are staying for longer, increasing the average daily population by 10% to 12% each year for the past four years, according to an annual report.<\/p>\n<p>The maximum capacity of the jail is about 290 people, but there\u2019s no way the Sheriff\u2019s Office could supervise that many inmates without more deputies, Boudreau said.<\/p>\n<p>\u201cWe\u2019re not at the point where we\u2019re hitting that capacity, but we\u2019re pushing the envelope,\u201d he said.<\/p>\n<div class=\"naviga-element naviga-subheadline1\">Comfort comes first<\/div>\n<p>Deputies work long hours supervising hundreds of inmates. They must keep certain inmates from coming into conflict with others inmates. And deputies are working in what is in effect two buildings \u2013 the old La Plata County Jail, which used to be a rifle factory, and the new jail built as an addition about 10 years ago.<\/p>\n<p>Jail administrators have decided to house inmates in the old jail \u2013 a building with a maze of narrow corridors lined with steel doors \u2013 to ensure at least some level of comfort for the incarcerated, Boudreau said.<\/p>\n<p>\u201cRather than overcrowd, we try to keep inmates as comfortable as possible,\u201d he said.<\/p>\n<p><figure class=\"wp-block-image naviga-inline-image\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=d121e6cd-e253-44d4-86d5-4a53b17b881b&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" alt=\"Patrick Scales, a La Plata County Sheriff\u2019s Office deputy, works at the control center in the La Plata County Jail in Bodo Industrial Park. There\u2019s no central location from which each cellblock can be seen. Central intake and control for jail operations is at least a 40-second walk from the turquoise-accented corridors of the old jail.<\/p>\n<p>Administrators tend to house more trustworthy inmates in the cinder-block structure of the old jail. The jail\u2019s trustees as they\u2019re called \u2013 men and women who are incarcerated but trusted to clean floors, cook food or do work outside the jail \u2013 stay in the old jail.<\/p>\n<p>There are cameras in the old jail\u2019s cellblocks, but nothing substitutes the watchful eye and authoritative presence of a sheriff\u2019s deputy, Boudreau said.<\/p>\n<p>\u201cThis is what strains our resources,\u201d he said of keeping inmates in the old jail. \u201cPeople have to walk all the way down here and look.\u201d<\/p>\n<p>There\u2019s a point somewhere around 200 inmates that the dynamics of the jail begin to change, but Boudreau said he\u2019s not quite sure at what point his employees start feeling strained.<\/p>\n<p>Deputies work three 12-hour days a week, but when someone is sick or has a family emergency, Boudreau said deputies on call have to work overtime they may not want. And affording deputies overtime pay drains the Sheriff\u2019s Office\u2019s already-strapped budget.<\/p>\n<p>\u201cIf (jail) population trends continue like they are, we\u2019ll hit a point when we\u2019ll need substantial resources for more staffing,\u201d Boudreau said.<\/p>\n<div class=\"naviga-element naviga-subheadline1\">Stuffed to the brim<\/div>\n<p>The jail\u2019s holding cells \u2013 seven rooms where inmates are held before joining general population \u2013 are often near capacity, Boudreau said. He said he never thought the Sheriff\u2019s Office would need that much holding space.<\/p>\n<p>La Plata County Jail has an agreement to house inmates from Archuleta County, San Juan County and the federal government.
