{"id":64440,"date":"2019-11-16T03:05:58","date_gmt":"2019-11-16T03:05:58","guid":{"rendered":"https:\/\/dh.durangoherald.com\/tj\/city-housing-initiative-fails-to-gain-traction\/"},"modified":"2026-03-31T14:43:37","modified_gmt":"2026-03-31T14:43:37","slug":"city-housing-initiative-fails-to-gain-traction","status":"publish","type":"post","link":"https:\/\/dh.durangoherald.com\/tj\/city-housing-initiative-fails-to-gain-traction\/","title":{"rendered":"City housing initiative fails to gain traction"},"content":{"rendered":"\n<p><figure class=\"wp-block-image naviga-inline-image\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=f228c0f8-f866-4581-b92c-b8ffc33f2a16&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"2000\" height=\"1333\" alt=\"An incentive program that waives fees and taxes for new homes on vacant lots has failed to attract many builders.\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">An incentive program that waives fees and taxes for new homes on vacant lots has failed to attract many builders.<\/span><span class=\"credit\">Seth Perlman\/Associated Press file<\/span><\/figcaption><\/figure>\n<\/p><p>A city of Cortez initiative meant to increase residential construction on vacant lots by reducing or waiving fees and taxes hasn\u2019t gain much traction.<\/p>\n<p>Since the <a href=\"https:\/\/www.cityofcortez.com\/CivicAlerts.aspx?AID=468\" target=\"_blank\" rel=\"noopener\">Cortez Housing Affordability and Mitigation Plan<\/a> was approved in February, two manufactured homes have qualified for the program, City Planner Tracie Hughes said.<\/p>\n<p>The incentives in the plan were designed to promote infill in neighborhoods that aren\u2019t seeing construction, she said.<\/p>\n<p>\u201cWhen you have the infill, it helps to revitalize the community,\u201d she said.<\/p>\n<p>The program was also intended to help housing construction in Cortez return to levels seen before the 2008 recession, Sam Proffer, the former planning and building director said when the plan was approved. The planning and building director position has not been filled, Hughes said.<\/p>\n<p>They city planner couldn\u2019t say why the program hasn\u2019t attracted more builders even though the need for affordable housing persists. It\u2019s possible the owners of vacant lots weren\u2019t ready to build, she said.<\/p>\n<p>The incentive program discounts permit and use tax fees for stick-built single-family and townhomes by 75% in most areas of town, according to the approved resolution.
