{"id":63625,"date":"2019-01-08T15:26:00","date_gmt":"2019-01-08T22:26:00","guid":{"rendered":"https:\/\/dh.durangoherald.com\/tj\/superintendent-reprimanded-for-using-work-email-to-air-personal-agenda\/"},"modified":"2019-01-08T22:26:00","modified_gmt":"2019-01-08T22:26:00","slug":"superintendent-reprimanded-for-using-work-email-to-air-personal-agenda","status":"publish","type":"post","link":"https:\/\/dh.durangoherald.com\/tj\/superintendent-reprimanded-for-using-work-email-to-air-personal-agenda\/","title":{"rendered":"Superintendent reprimanded for using work email to air \u2018personal agenda\u2019"},"content":{"rendered":"\n<p><figure class=\"wp-block-image naviga-inline-image\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=d99170a4-9025-4ef3-b8d1-58a3068de9fb&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"1933\" height=\"1271\" alt=\"The 9-R School Board of Education sent an email to Superintendent Dan Snowberger last month admonishing him for inappropriate use of this work email account.\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">The 9-R School Board of Education sent an email to Superintendent Dan Snowberger last month admonishing him for inappropriate use of this work email account.<\/span><span class=\"credit\">Durango Herald file<\/span><\/figcaption><\/figure>\n<\/p><p>The president of the Durango School District 9-R Board of Education has reprimanded Superintendent Dan Snowberger for inappropriately using his school email account to air his \u201cpersonal agenda\u201d about several incidents that have occurred over the past few months.<\/p>\n<p>As a result, the school board has ordered that all sensitive emails Snowberger intends to send from his school email account first be reviewed and approved by select 9-R staff.<\/p>\n<p>\u201cWe are saddened to have to do this, however, you seem to be struggling to control your emotions and your words,\u201d Stubbs wrote in an email to Snowberger on Dec. 27. <em class=\"Nimrod Ital\">The Durango Herald<\/em> obtained the email through a Colorado Open Records Act request.<\/p>\n<p>\u201cYou continue to address past unhelpful actions in a very public forum.\u201d<\/p>\n<p>Stubbs\u2019 rebuke came in response to an email Snowberger sent Dec. 21 to 9-R staff that said he intended to take legal action after members of a citizens group recently released a <a href=\"https:\/\/communityfor9r.wixsite.com\/mysite\/single-post\/2018\/12\/10\/Durango-9R-Central-Office-Accountability-D9RCOA-A-Citizens-Group-Press-Release\" target=\"_blank\" rel=\"noopener\">\u201cwhite paper\u201d<\/a> report that questioned alleged inaccuracies and misleading information on his r\u00e9sum\u00e9.<\/p>\n<p>\u201cSadly, I have personally engaged an attorney to address the libel and defamation of character that some individuals in our community felt appropriate. This will be a personal issue from this point forward and will be handled by me as a private citizen,\u201d he wrote.<\/p>\n<p>The email does not make clear who Snowberger intends to sue, but in a meeting with the school board Dec. 19, in which the superintendent defended his r\u00e9sum\u00e9, <a href=\"https:\/\/durangoherald.com\/articles\/255740-durango-school-superintendent-dan-snowberger-defends-rsums-against-criticism\">he said he is likely to sue the Herald<\/a> for defamation for publishing <a href=\"https:\/\/durangoherald.com\/articles\/254316-group-calls-on-school-board-to-fire-durango-school-superintendent-dan-snowberger\">a story about the white paper<\/a>.<\/p>\n<p>Also, Stubbs and the board took issue with Snowberger\u2019s email that goes on at length about his recent relationship with the <em class=\"Nimrod Ital\">Herald<\/em> regarding its coverage of the r\u00e9sum\u00e9 report, as well as an incident at Needham Elementary, where a district employee had the police called on her <a href=\"https:\/\/durangoherald.com\/articles\/251338-durango-school-district-mum-on-why-employee-was-banned-from-needham-elementary-school\">for reportedly trespassing<\/a>.<\/p>\n<p>\u201cAfter each of us on the Board read your (Dec. 21) memo, we became alarmed that you would use the 9-R email account for your personal agenda where it is not appropriate for you to refer to your plans for litigation or your relations with the media,\u201d Stubbs wrote.<\/p>\n<p><figure class=\"wp-block-image naviga-inline-image naviga-align-left alignleft\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=99279f79-cc07-4dff-921f-9b79e3154bde&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"400\" height=\"575\" alt=\"Stubbs\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">Stubbs<\/span><span class=\"credit\">du1-i-syn<\/span><\/figcaption><\/figure>\n<\/p><p>Stubbs wrote that Snowberger must \u201ccease and desist\u201d using the 9-R account for emails to staff concerning these recent issues. Instead, communications related to those issues should be referred to Stubbs, Deputy Superintendent Andy Burns or the district\u2019s attorney, Darryl Farrington.<\/p>\n<p>\u201cAlso, any replies to emails where you feel you are being baited or second-guessed should go through one of the three designated people \u2013 because it appears you have lost perspective in how to address those (issues), Stubbs said. \u201cAll \u2018normal\u2019 working emails you should, of course, answer.<\/p>\n<p>\u201cTo sum it up, please just do your job as it relates to running the district,\u201d Stubbs wrote.<\/p>\n<p>Stubbs concluded: \u201cThis is, hopefully, a stop-gap solution that will be discussed and resolved at our meeting January 15.\u201d (That meeting has been moved to Jan. 22.)<\/p>\n<p>Snowberger did not respond to a request seeking comment for this story.<\/p>\n<p>In his Dec. 21 email, Snowberger characterized the white paper written by a group of about 40 residents, employees and former employees of 9-R as an \u201cattack.\u201d<\/p>\n<p>He wrote that he intends to hold a public meeting this month to \u201cpresent that documentation and answer questions for those who have had their faith or trust impacted by the attack.\u201d<\/p>\n<p>\u201cI will not let anyone harm me or my family by making false attacks on me without being held accountable,\u201d Snowberger wrote in the email.<\/p>\n<p>The names of those who wrote the white paper remain anonymous.<\/p>\n<p>Snowberger also chided the <em class=\"Nimrod Ital\">Herald<\/em> for reporting on the white paper \u201cwithout the opportunity for me to present facts.\u201d<\/p>\n<p>Snowberger said the <em class=\"Nimrod Ital\">Herald<\/em> reached out for comment Dec. 9, a Sunday, when he said he was at the hospital with his wife who was <a href=\"https:\/\/durangoherald.com\/articles\/253325-car-crash-injures-durango-school-superintendents-wife\">recently injured in a car crash<\/a>. He wrote in his Dec. 21 email that the <em class=\"Nimrod Ital\">Herald<\/em> published the story Dec. 10.<\/p>\n<p>The <em class=\"Nimrod Ital\">Herald<\/em> did email and left a voicemail Dec. 9 asking Snowberger for comment about the report. However, the story about alleged inaccuracies and misleading information on Snowberger\u2019s r\u00e9sum\u00e9 was published Dec. 11 on the <em class=\"Nimrod Ital\">Herald<\/em>\u2019s website and in the Dec. 12 print edition. In addition, on Dec. 11, Snowberger\u2019s assistant, Sarah Berggren, emailed a <em class=\"Nimrod Ital\">Herald<\/em> reporter and said Snowberger, who was on family leave during December, was not accessing his 9-R email while he was on leave and he would not respond to requests for comment.<\/p>\n<p>Snowberger also wrote in the Dec. 21 email about his grievances with the <em class=\"Nimrod Ital\">Herald<\/em>\u2019s reporting of recent events, namely, an October incident in which a Needham Elementary School assistant called 911 to report that 9-R spokeswoman Julie Popp was trespassing at the school because she had been \u201cbanned.\u201d<\/p>\n<p>When initially questioned by the <em class=\"Nimrod Ital\">Herald<\/em> about the incident, Snowberger denied the incident took place. He accused the reporter of trying to slander an individual without evidence and living in a \u201cworld lined with conspiracy theories.\u201d<\/p>\n<p>Snowberger later admitted the incident took place and <a href=\"https:\/\/durangoherald.com\/articles\/253691-school-district-9r-superintendent-dan-snowberger-apologizes-for-recent-behavior\">made a public apology<\/a> and said he regrets how he handled the situation.<\/p>\n<p>\u201cI own my unprofessional behavior of being drawn in and becoming emotional with a reporter who lost my trust in prior interactions,\u201d Snowberger wrote in the Dec. 21 email. \u201cThat is no excuse for my unprofessional exchange and I am embarrassed by that.\u201d<\/p>\n<p>Stubbs, when contacted Monday, declined to comment further on the email she sent to Snowberger. She said the board will examine the events of this past semester at Snowberger\u2019s <a href=\"https:\/\/durangoherald.com\/articles\/257261-durango-school-board-to-decide-this-month-whether-to-extend-dan-snowbergers-contract\">mid-year review on Jan. 22<\/a>.
