{"id":52895,"date":"2020-07-02T13:37:22","date_gmt":"2020-07-02T19:37:22","guid":{"rendered":"https:\/\/dh.durangoherald.com\/tj\/durango-train-begins-fire-mitigation-but-is-asked-to-stop\/"},"modified":"2020-07-02T19:37:22","modified_gmt":"2020-07-02T19:37:22","slug":"durango-train-begins-fire-mitigation-but-is-asked-to-stop","status":"publish","type":"post","link":"https:\/\/dh.durangoherald.com\/tj\/durango-train-begins-fire-mitigation-but-is-asked-to-stop\/","title":{"rendered":"Durango train begins fire mitigation, but is asked to stop"},"content":{"rendered":"\n<p><figure class=\"wp-block-image naviga-inline-image\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=202aa855-4b3e-4dbb-b038-7ccd2ed5d4fb&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"2000\" height=\"1500\" alt=\"The Durango &amp; Silverton Narrow Gauge Railroad embarked on a massive tree-cutting project to prevent fires and derailments, but the project raised concerns about the scale of the work.\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">The Durango &amp; Silverton Narrow Gauge Railroad embarked on a massive tree-cutting project to prevent fires and derailments, but the project raised concerns about the scale of the work.<\/span><span class=\"credit\">Courtesy of John Harper<\/span><\/figcaption><\/figure>\n<\/p><p>The Durango &amp; Silverton Narrow Gauge Railroad\u2019s extensive fire mitigation project this spring was shut down after the U.S. Forest Service broached concerns about the number of trees being cut down and sold to a logging company.<\/p>\n<p>John Harper, general manager of American Heritage Railways, which owns the D&amp;SNG, said the railroad took the opportunity of the COVID-19 shutdown to redirect staff to work on the tree-cutting project.<\/p>\n<p>The project focused on the 100-foot right of way on each side of the railroad\u2019s tracks from the Cascade station to Silverton as the D&amp;SNG cuts through the San Juan National Forest.<\/p>\n<p>Harper said a contractor started cutting and removing anything that might fuel a wildfire or cause a derailment on the D&amp;SNG\u2019s right of way.<\/p>\n<p><figure class=\"wp-block-image naviga-inline-image\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=9371e06b-f7a4-4ca4-b8eb-1b01467c7859&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" alt=\"Durango &amp; Silverton Narrow Gauge officials say a fire mitigation project will remove trees and vegetation up to 100 feet on both sides of the tracks.\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">Durango &amp; Silverton Narrow Gauge officials say a fire mitigation project will remove trees and vegetation up to 100 feet on both sides of the tracks.<\/span><span class=\"credit\">Courtesy of John Harper<\/span><\/figcaption><\/figure>\n<\/p><p>Downed trees, Harper said, were sold to the Dolores-based IronWood Mill, which the D&amp;SNG contracted to cut down the trees.<\/p>\n<p>The D&amp;SNG completed 8 miles of the project before the Forest Service sent the railroad a cease-and-desist order May 27.<\/p>\n<p>\u201cMembers of the public and Forest Service resource specialists have raised a number of concerns about \u2026 clearing activities currently being conducted along the railroad right-of-way,\u201d San Juan National Forest Supervisor Kara Chadwick wrote in the order.<\/p>\n<p>Harper said hikers criticized the railroad\u2019s work as a large logging operation. He said the D&amp;SNG did not inform the Forest Service of its project because the railroad isn\u2019t required to notify the agency of work in its right of way.<\/p>\n<p>\u201cThere\u2019s been some misrepresentation because people consider it logging,\u201d Harper said. \u201cBut any salvageable timber was taken out of the canyon so it could be put to good use rather than be disposed of or wasted.\u201d<\/p>\n<p>Chadwick maintained that while the D&amp;SNG has authority to maintain its right of way, the track crosses and is adjacent to National Forest land, and federal law requires the railroad to inform the agency of any work that may go beyond routine maintenance.<\/p>\n<p>\u201cThe regulation requires you inform the Forest Service in order to obtain a determination that the work is routine \u2026 and is therefore exempt from permit requirements,\u201d she wrote.<\/p>\n<p><figure class=\"wp-block-image naviga-inline-image\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=1268d975-0e55-490e-aba4-84d0ea8040ff&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" alt=\"The Durango &amp; Silverton Narrow Gauge Railroad&amp;#x2019;s fire mitigation project has raised concerns it is cutting down large and old trees and selling them to a logging company.\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">The Durango &amp; Silverton Narrow Gauge Railroad&amp;#x2019;s fire mitigation project has raised concerns it is cutting down large and old trees and selling them to a logging company.<\/span><span class=\"credit\">Courtesy of John Harper<\/span><\/figcaption><\/figure>\n<\/p><p>Mark Lambert of the Forest Service said the agency has heard reports of large and old trees that were cut down, and that slash piles have been left on the side of the tracks.<\/p>\n<p>\u201cThat\u2019s one of the things that led us to want to get an idea what happened out there,\u201d he said. \u201cWe just need to get a better idea.\u201d<\/p>\n<p>Harper said the D&amp;SNG project is for the safety of the railroad, its passengers and the forest in preventing wildfire and derailment. He noted the community has called on the railroad in recent years to do more to prevent fires.<\/p>\n<p>\u201cOne of the chief complaints we hear is about fire mitigation,\u201d he said. \u201cAnd now we\u2019re actively mitigating and people are concerned and upset about it.\u201d<\/p>\n<p>Selling the timber helps offset the costs of the fire mitigation and is not intended to make a profit, Harper said. He also noted the D&amp;SNG financial difficulties during the past few years with shutdowns forced by fires and the COVID-19 pandemic.<\/p>\n<p>The D&amp;SNG also is involved <a href=\"https:\/\/durangoherald.com\/articles\/326732\">in three lawsuits that seek to recoup millions of dollars<\/a> in damages related to the 416 Fire, which the Forest Service says the railroad started in June 2018.<\/p>\n<p>\u201cA project like this costs hundreds of thousands of dollars,\u201d he said. \u201cNo revenue is being made on removing timber. That timber is being removed for fire mitigation and to prevent derailment.\u201d<\/p>\n<p>In her letter, Chadwick said the Forest Service is generally supportive of any effort toward fire mitigation, but it is concerned it was not notified of the project and that \u201cnot all of the work completed to date is reasonable and necessary to address wildfire concerns.\u201d<\/p>\n<p>She cited one area between the Cascade station and the Needleton stop that is \u201carguably more susceptible to ignition and the spread of wildfire than it was before the work started.\u201d<\/p>\n<p>\u201cI understand that there is a plan to deal with the slash and debris left behind eventually, but given the extreme drought conditions \u2026 I am concerned about the new risks that exist in that area,\u201d she said.<\/p>\n<p>Esther Godson, spokeswoman for the Forest Service, said Thursday the situation remains under investigation and the agency has no further comment.<\/p>\n<p>Harper said there are three phases to the project: removing weeds and brush next to the track; removing large vegetation and trees within the right of way; and eliminating fuels piled on the forest floor that present a fire danger. All slash piles will be removed or burned in a controlled manner, he said.<\/p>\n<p>\u201cWe\u2019re not removing all of the trees, but there are certain areas considered high-hazard areas where we removed a large amount,\u201d he said. \u201cWe\u2019ve never done something this big.
