{"id":51656,"date":"2020-09-09T13:56:58","date_gmt":"2020-09-09T19:56:58","guid":{"rendered":"https:\/\/dh.durangoherald.com\/tj\/county-may-shut-down-purple-cliffs-camp-for-homeless-residents\/"},"modified":"2020-09-09T19:56:58","modified_gmt":"2020-09-09T19:56:58","slug":"county-may-shut-down-purple-cliffs-camp-for-homeless-residents","status":"publish","type":"post","link":"https:\/\/dh.durangoherald.com\/tj\/county-may-shut-down-purple-cliffs-camp-for-homeless-residents\/","title":{"rendered":"County may shut down Purple Cliffs camp for homeless residents"},"content":{"rendered":"\n<p><figure class=\"wp-block-image naviga-inline-image\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=74efb813-39dd-4573-bf2d-c3c2cc7197ea&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"2000\" height=\"1500\" alt=\"La Plata County commissioners may move to shut down the camp for homeless residents at Purple Cliffs by the end of the year.\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">La Plata County commissioners may move to shut down the camp for homeless residents at Purple Cliffs by the end of the year.<\/span><span class=\"credit\">Terrance Siemon\/BCI Media file<\/span><\/figcaption><\/figure>\n<\/p><p>La Plata County commissioners expressed support Wednesday for shutting down the temporary camp for homeless residents at Purple Cliffs in an attempt to force the city of Durango to make good on a promise to establish a permanent camp.<\/p>\n<p>La Plata County in 2019 set up the camp at Purple Cliffs, just south of Durango on La Posta Road (County Road 213), on the premise the city of Durango would work toward creating a permanent location for homeless residents to camp.<\/p>\n<p>But in the months since, and as winter quickly approaches, <a href=\"https:\/\/durangoherald.com\/articles\/337877-city-of-durango-wrestles-with-site-for-permanent-homeless-camp\">Durango city councilors have wavered on where the site would be located<\/a>, even hinting that the site at Purple Cliffs could become the permanent spot.<\/p>\n<p>At a work session Wednesday, county commissioners expressed frustration that city councilors have not made progress on a permanent camp, saying this is not the first time the city has pushed the responsibly back on the county.<\/p>\n<p>\u201cI feel like once again, the city is putting \u2026 the lion\u2019s share of the responsibly on the county for maintaining a camp when that was never the intent of the Purple Cliffs location,\u201d Commissioner Gwen Lachelt said.<\/p>\n<p>Commissioner Julie Westendorff added, \u201cI don\u2019t think there are words from the City Council I\u2019d believe that they will accomplish a site.\u201d<\/p>\n<p>County commissioners say the site at Purple Cliffs is inadequate as a long-term camp \u2013 it\u2019s far from services like Manna soup kitchen, it presents safety hazards along the county road and its terrain is steep and dangerous, especially in winter.<\/p>\n<p>Annoyed by city councilors kicking the can down the road, Westendorff proposed shutting down the Purple Cliffs camp by the end of the year, hoping it would send a message to city officials to get a permanent site done.<\/p>\n<p>\u201cI know that\u2019s a strong comment to make, and I know that is not a comment I wish I were making,\u201d she said. \u201c\u2026 but I feel like we\u2019re in a corner and we don\u2019t have a choice.\u201d<\/p>\n<p>Part of the problem, county officials say, was a breakdown in communication between Neighbors in Need Alliance, the volunteer group that was looking at options for camps for homeless residents, and the county.<\/p>\n<p>Over the summer, NINA determined a site within city limits near Greenmount Cemetery \u2013 long considered as a possible location for homeless residents \u2013 would be suitable for a highly managed camp with about 25 campsites. The site, called Elkview, could shelter 35 to 40 people, NINA said.<\/p>\n<p>NINA also determined it would be necessary to keep Purple Cliffs open in case the site near Greenmount Cemetery is full and for people within the homeless community who don\u2019t want to live at a highly managed site.<\/p>\n<p>But NINA failed to let the county know about the updated plan that called for Purple Cliffs to remain open, said Caroline Kinser, an organizer with the group.<\/p>\n<p>\u201cWe neglected that, and I\u2019m sorry,\u201d Kinser said.<\/p>\n<p>A study by NINA estimated it would cost about $30,000 a year to keep Purple Cliffs open, for mostly trash service and portable toilets. With about 50 people living there, it would cost about $1.64 a day per camper.<\/p>\n<p>Donna Rheault, also with NINA, said the homeless population will likely exceed capacity at Elkview, and it would be better for people to have a place to go, like at Purple Cliffs, rather than be dispersed around the county.<\/p>\n<p>\u201cIf Purple Cliffs closes \u2026 that\u2019s when we really think we\u2019ll see all the problems,\u201d she said. \u201cThey\u2019ll be everywhere and much more difficult to manage.\u201d<\/p>\n<p>Lachelt said it was unfortunate the county was being informed of the need to keep Purple Cliffs open for the long term on such short notice, especially as winter nears.<\/p>\n<p>\u201cI find it really unfortunate we\u2019re learning all of this on Sept. 9, 2020,\u201d Lachelt said. \u201cWe\u2019re now talking about at least two camps instead of one, so we\u2019re all trying to come up to speed and be where you are.\u201d<\/p>\n<p>Commissioners maintained the county-owned property at Purple Cliffs is not suitable for a long-term homeless camp. They floated the idea, instead, of city owned property at Purple Cliffs that\u2019s adjacent to the county\u2019s.<\/p>\n<p>Westendorff proposed a public county meeting about closing down Purple Cliffs for Sept. 22.
