{"id":43250,"date":"2021-12-15T00:56:59","date_gmt":"2021-12-15T07:56:59","guid":{"rendered":"https:\/\/dh.durangoherald.com\/tj\/local-author-draws-attention-to-foster-crisis-with-new-book\/"},"modified":"2026-03-31T03:12:27","modified_gmt":"2026-03-31T09:12:27","slug":"local-author-draws-attention-to-foster-crisis-with-new-book","status":"publish","type":"post","link":"https:\/\/dh.durangoherald.com\/tj\/local-author-draws-attention-to-foster-crisis-with-new-book\/","title":{"rendered":"Local author draws attention to foster crisis with new book"},"content":{"rendered":"<p><figure class=\"wp-block-image naviga-inline-image\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=69a822bf-1e73-5c31-830e-1ebab108380b&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"1080\" height=\"1080\" alt='Local author Elise Schuster urges families to consider foster care in her book \"Kokoon on a Hill.\"' class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">Local author Elise Schuster urges families to consider foster care in her book \"Kokoon on a Hill.\"<\/span><span class=\"credit\">Courtesy Elise Schuster<\/span><\/figcaption><\/figure>\n<\/p>\n<p>When <em id=\"emphasis-d879c32b59858b8f0fe13863c82dc730\">The Journal <\/em>spoke with Elise Schuster, she was bustling around Walmart, filling her shopping cart with enough holiday ingredients to feed her 10 children for Thanksgiving.<\/p>\n<p>Two of them were her birth children, but the other eight \u2014 not accounting for one who couldn\u2019t make it to the holiday celebration \u2014 were her adopted children.<\/p>\n<p>Her two birth children are in their early 30s, and her adopted children are 23 and younger, three of whom still live with her.<\/p>\n<p>Schuster believes her house to be a cocoon of sorts, having enveloped the 49 fostered children who have inhabited it with love and guidance.<\/p>\n<p>Situated on a hill in Cortez, the house is the namesake for Schuster\u2019s new book, <em id=\"emphasis-2cf37e02860b895c08b6cf8420563c08\">Kokoon on a Hill<\/em>.<\/p>\n<p>\u201cAs a cocoon would be, you help them mold, you help them grow,\u201d she said. \u201cYou teach them ways you understand them.\u201d<\/p>\n<p>In her publication, she explores the ups and downs of navigating the foster care and adoption systems and urges others to consider fostering children of their own.<\/p>\n<p>\u201cI want people to realize that regardless of what we go through as foster parents, the children are worth it,\u201d she said.<\/p>\n<p>The book\u2019s release comes amid a shortage of foster families in Montezuma County, which has sparked a recent push by the Montezuma County Social Services Department to recruit more willing families.<\/p>\n<p>On Dec. 8, Social Services hosted an informational meeting about becoming a foster parent.<\/p>\n<p>Currently, 34 children are in foster homes in Montezuma County, and four are in homes  outside the county.<\/p>\n<p>Schuster held a foster care license for 26 years.<\/p>\n<p>During that time, she and her husband, Ropati, shared alternating night shifts at the hospital to care for their children.<\/p>\n<p>The pair adopted nine of the almost 50 children who found solace within the walls of their six-bedroom home.<\/p>\n<p>Fostering isn\u2019t akin to babysitting, Schuster said.<\/p>\n<p>She has experience caring for young children who had been faced with some of the darker aspects of life. For Schuster, this sometimes meant rehabilitating babies who were addicted to meth. Other times, it meant building trust with children who had experienced sexual abuse. On one occasion, it even meant learning the secret language a brother and sister had developed to communicate with each other.<\/p>\n<p>Schuster\u2019s license was revoked after a failed home study in 2017, the year before an investigation shook the department.<\/p>\n<p>In April 2018, the Social Services director suddenly resigned, sparking an investigation from the 22nd Judicial District Attorney\u2019s Office. No charges followed.<\/p>\n<p>Subsequently, the department was cited with <a href=\"https:\/\/coloradocpo.org\/wp-content\/uploads\/2020\/06\/2018-3050-CPO-Investigation-Report-Final-Redacted.pdf\" id=\"link-bdfc1cd353475fdf56e77fde1d4ba534\" target=\"_blank\" rel=\"noopener\">67 state law and regulations violations <\/a>when handling 21 referrals and assessments amid a nine-month investigation conducted by the Office of Colorado\u2019s Child Protection Ombudsman.<\/p>\n<p>\u201cEverybody has settled down since then,\u201d Schuster said. \u201cAnd the absolute focus is to help the kids, help reform the foster care system so the kids get the services they need.\u201d<\/p>\n<p>Although Schuster discusses systemic friction in her book, she said she doesn\u2019t want it to be the focus of her message to readers.<\/p>\n<p>\u201cThis is not about the adults,\u201d she said. \u201cThis is about the children. I\u2019m not here to bash anyone. I\u2019m not here to bash the system. I am here to say that the system sucks \u2013 we all know that. The kids need us regardless of what we go through.\u201d<\/p>\n<p>Despite her allusions to problems within the foster system, Schuster said her book is lighthearted.<\/p>\n<p>\u201cThese are stories in my heart,\u201d she said. \u201cI said, \u2018People are going to think I\u2019m crazy.\u2019 They said, \u2018Yeah, but nobody understands. Nobody gets what you\u2019ve been through as a foster parent.\u2019\u201d<\/p>\n<p>It was always important for her to involve the birth families in her adopted children\u2019s lives when possible, she said.<\/p>\n<p>\u201cI\u2019m no better,\u201d she said. \u201cNone of us foster people are any better. We just made different choices.\u201d<\/p>\n<p>Her foster children have, in a way, remained her children for life, despite the different paths they\u2019ve taken.<\/p>\n<p>Schuster said she\u2019s heard from six local families who were inspired by her story and have an interest in fostering children of their own. She\u2019s also heard from two families in Wisconsin and one on the East Coast.<\/p>\n<p>\u201cI am not going to stand there and say I did everything right,\u201d she said. \u201cI\u2019m not going to stand there and say I\u2019ve never made a mistake as a foster mom. But you know what?
