{"id":40683,"date":"2022-05-11T16:52:33","date_gmt":"2022-05-11T22:52:33","guid":{"rendered":"https:\/\/dh.durangoherald.com\/tj\/decision-to-relocate-space-command-out-of-colorado-was-justified-inspector-general-concludes\/"},"modified":"2022-05-11T22:52:33","modified_gmt":"2022-05-11T22:52:33","slug":"decision-to-relocate-space-command-out-of-colorado-was-justified-inspector-general-concludes","status":"publish","type":"post","link":"https:\/\/dh.durangoherald.com\/tj\/decision-to-relocate-space-command-out-of-colorado-was-justified-inspector-general-concludes\/","title":{"rendered":"Decision to relocate Space Command out of Colorado was justified, inspector general concludes"},"content":{"rendered":"\n<p><figure class=\"wp-block-image naviga-inline-image\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=779ed8a3-ab21-483f-8383-aa6a90abfdfa&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"683\" height=\"455\" alt=\"The Department of Defense will investigate whether a decision by the Trump administration to transfer the U.S. Space Command headquarters from Colorado Springs to Huntsville, Alabama, was politically motivated.\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">The Department of Defense will investigate whether a decision by the Trump administration to transfer the U.S. Space Command headquarters from Colorado Springs to Huntsville, Alabama, was politically motivated.<\/span><span class=\"credit\">Lisa Ferdinando\/Department of Defense<\/span><\/figcaption><\/figure>\n<\/p><p>The Defense Department\u2019s Office of Inspector General concluded that the January 2021 decision to move U.S. Space Command\u2019s headquarters from Colorado Springs to Huntsville, Alabama, was reasonable and adequately followed the internal review process, according to a <a href=\"\/\/\/Users\/sarawilson\/Downloads\/DODIG-2022-096.pdf\" id=\"link-104c03a0e05aaf28e9c106e656b87fef\" target=\"_blank\">much anticipated report<\/a> released Tuesday.<\/p>\n<p>\u201cOverall, we determined that the 2020 Basing Action process directed by the Secretary of Defense complied with Federal Law and DoD policy and that the process was reasonable,\u201d Randolph Stone, the assistant inspector general for space, intelligence, engineering and oversight, wrote in the Office of Inspector General report\u2019s opening memo.<\/p>\n<p>The review into the basing decision was requested by Colorado\u2019s congressional delegation shortly after President Joe Biden took office last year. They argued that the decision by former President Donald Trump to move Space Command headquarters to Alabama was politically motivated and have <a href=\"https:\/\/coloradonewsline.com\/briefs\/ukraine-crisis-bolsters-case-for-keeping-space-command-in-colorado-lawmakers-tell-biden\/\" id=\"link-8a9da8a429c129d2c36ed35e6226e386\" target=\"_blank\" rel=\"noopener\">maintained that opinion<\/a>.<\/p>\n<p>The OIG report, however, did not find evidence of those accusations.<\/p>\n<p>The basing action was based on a process used to select the headquarters for Army Futures Command. During the evaluation phase of the basing plan, personnel assessed factors related to the location\u2019s ability to support Space Command\u2019s mission, its existing and potential capacity, the surrounding community and expected costs to the Defense Department. Those factors existed on a rubric with a total possible score of 100 points.<\/p>\n<p>In that central phase, the top six candidates were Huntsville in first place, followed by Albuquerque, Bellevue, Cape Canaveral, Colorado Springs and San Antonio. The redacted report does not specify the ranking of those five locations.<\/p>\n<p>The following selection phase then included a qualitative comparison of those six top locations.<\/p>\n<p>A Jan. 11, 2021, briefing to Trump that was created to be narrative-driven listed Colorado Springs as the top choice, according to reporting from <a href=\"https:\/\/breakingdefense.com\/2022\/05\/exclusive-oig-finds-huntsville-choice-for-spacecom-hq-justified\/\" id=\"link-a7eef8e4d6d61c40cec2432a8527291a\" target=\"_blank\" rel=\"noopener\">Breaking Defense<\/a>, which obtained an unredacted version of the report. That decision to push Colorado Springs came from SPACECOM leader Gen. James Dickinson, Space Force chief Gen. Jay Raymond, and former Vice Chairman of the Joint Chiefs of Staff Gen. John Hyten.<\/p>\n<p>A Jan. 12 decision document, however, goes on to identify Huntsville as the preferred permanent location. The report states that the briefing Trump received with Colorado Springs as the top choice was \u201cnot supportable\u201d because it was not consistent with a less narrative-driven assessment tool personnel created and relied on.<\/p>\n<p>A forthcoming report from the Government Accountability Office will also look at the basing selection process.<\/p>\n<p>\u201cThe DoD OIG report confirms that the best military advice and first choice of our top commanders was to keep U.S. Space Command in Colorado Springs,\u201d Republican Rep. Doug Lamborn, who represents Colorado Springs, said in a statement. \u201cThis report mainly focused on the chronology of the events and whether any nefarious or illegal actions occurred, while the forthcoming GAO report did a much deeper review of the criteria and scoring in this basing decision. With only a cursory review of the process itself, the DoD OIG\u2019s conclusion that the previous basing decision was reasonable simply means that it was logical based on flawed evaluations.\u201d<\/p>\n<p>Democratic Sens. Michael Bennet and John Hickenlooper said they are still reviewing the findings of the OIG report.<\/p>\n<p>\u201cOur position remains that the previous administration used a basing process for U.S. Space Command that was untested, lacked transparency, and neglected critical national security and cost considerations,\u201d they said in a join statement. \u201cChief among those concerns is Peterson Space Force Base\u2019s singular ability to reach Full Operational Capability as quickly as possible.
