But after waiting two hours in line at the Dillon post office to pick up this year\u2019s batch, he\u2019s rethinking the tradition.<\/p>\n<p>\u201cI had to tell her, like, \u2018Whatever you do, do not send them to the post office, because I\u2019ve gotta stay in the line for at least an hour just to get these things,\u2019\u201d the Summit County resident said.<\/p>\n<p>The Dillon Post Office used to stay open 24 hours a day so people could access their boxes. But <a href=\"https:\/\/www.summitdaily.com\/news\/vandalism-at-dillon-post-office-has-led-to-restricted-hours-frustrated-customers\/\" id=\"link-3b97a86db1288ede74ed23b6805834c3\" target=\"_blank\" rel=\"noopener\">due to vandalism<\/a>, it\u2019s now only open during limited times.<\/p>\n<p>Swartz, who has lived in the area for close to 20 years, said post office problems have been persistent. And it has only gotten worse as more people have shifted to ordering things online during the pandemic.<\/p>\n<p>\u201cYou talk to people around the neighborhood, around town and they\u2019re like \u2018Yep, tried to get ahold of (the) postmaster and, you know, no response,\u2019\u201d he said. \u201cAnd then you escalate that. People have sent emails, myself included, to our board of county commissioners and explained this problem, and they will try and contact the postmaster and no response.\u201d<\/p>\n<p>Most people in Colorado expect their mail to arrive at their door six days a week without a problem. But some communities are struggling to get just that for a variety of reasons.<\/p>\n<div class=\"naviga-element naviga-subheadline1\">From Castle Rock to Peyton to Silverthorne and beyond<\/div>\n<p>In Castle Rock, Anne Ruybal has had so many delivery issues, she\u2019s managed to get the cellphone number of her local postmaster and one in a neighboring county who has come to help out.<\/p>\n<p>Ruybal said friends have sent Christmas cards that have not arrived.<\/p>\n<p>\u201cIt\u2019s not just a few pieces of our mail, it\u2019s a few pieces of lots of people\u2019s mail,\u201d he said. \u201cI have one neighbor who\u2019s still missing mail from October and November and December.\u201d<\/p>\n<p>Cookies and cards may not seem like much to miss, but the delays can include important letters, from tax documents to jury summons or checks. Packages containing lifesaving prescriptions have also gone amiss.<\/p>\n<p>Mark Belles in Peyton, located in eastern El Paso County, hears all about this on the local private residents-only Facebook Group he runs.<\/p>\n<p>\u201cIt\u2019s like, lost cats, lost dogs and lost mail, which is not unusual,\u201d he said.<\/p>\n<p>Like many in his neighborhood, Belles has signed up for a USPS service that sends a screenshot of the mail he\u2019s supposed to get that day.<\/p>\n<p>\u201cThey\u2019ll tell you a package is coming and people say, \u2018I got confirmation that my package was delivered, but it\u2019s not here. Does anybody have it?\u2019\u201d he said.<\/p>\n<p>And Belles actually pays for a post office box so that anything important, like his medication or anything he really cares about, goes there, instead of risking home delivery.<\/p>\n<p>These types of postal issues have plagued communities around the state at different times: Westcliffe, Eagle, Crested Butte, Buena Vista, Colorado City, Steamboat Springs, Silverthorne \u2013 the list goes on.<\/p>\n<p>Silverthorne Town Manager Ryan Hyland said he\u2019s been getting calls about delivery issues daily for the last few weeks.<\/p>\n<p>\u201cRight now it\u2019s at a severe crisis level,\u201d he said.<\/p>\n<p><figure class=\"wp-block-image naviga-inline-image\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=b26173be-cd8b-579b-93df-e6f702222146&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" alt=\"The main Post Office in Castle Rock, Feb. 3, 2023.\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">The main Post Office in Castle Rock, Feb. 3, 2023.<\/span><span class=\"credit\">Hart Van Denburg\/CPR News<\/span><\/figcaption><\/figure>\n<\/p><div class=\"naviga-element naviga-subheadline1\">The congressional delegation gets involved<\/div>\n<p>Hyland\u2019s also escalated the issue to his local Congress members: Rep. Joe Neguse and Sen. Michael Bennet.<\/p>\n<p>\u201cThey\u2019re pushing really hard, but I think it demonstrates the level of this challenge when congressional representatives, you know, are struggling to get answers or to move the dial,\u201d he said.<\/p>\n<p>It\u2019s like a game of whack-a-mole. Service gets so bad in one place, local leaders and residents call their members of Congress, who write to the postmaster general about the issue, and eventually get some type of fix, only to have another mail service problem pop up elsewhere.<\/p>\n<p>\u201cThis has been a long-standing issue,\u201d said Neguse, who, like many residents, praised the efforts of front line postal workers. \u201cAnd it requires our ongoing attention. I do think it points to a larger management challenge within the USPS.\u201d<\/p>\n<p>Recently, freshman <a href=\"https:\/\/www.cpr.org\/2023\/01\/26\/buena-vista-twin-lakes-usps-mail-issues\/\" id=\"link-4f364e57f65b0d03b724195b33865fac\" target=\"_blank\" rel=\"noopener\">Rep. Brittany Pettersen has written to Postmaster General Louis DeJoy<\/a> about problems in the communities of Buena Vista and Twin Lakes, even meeting with USPS officials, according to her office.<\/p>\n<p>Neguse has written to the District Manager for the USPS Colorado-Wyoming District about issues in his district, from Steamboat Springs to Dillon and Silverthorne, calling for immediate solutions.<\/p>\n<p>Rep. Ken Buck\u2019s office has also gotten an increase in calls about mail problems in the last six months and has been working with USPS in his eastern Colorado district to find solutions.<\/p>\n<p>When problems emerged last year in Colorado City, south of Pueblo, Rep. Lauren Boebert also wrote to DeJoy wanting to know how the USPS plans to better serve rural areas.<\/p>\n<p>It\u2019s been a persistent problem that Sen. Bennet has heard from people throughout Colorado for years. He also wrote to DeJoy last fall about ongoing delivery delays and service issues and encouraged USPS to use savings from <a href=\"https:\/\/www.npr.org\/2022\/03\/09\/1085544583\/the-senate-has-passed-bill-to-save-usps-billions-of-dollars-and-reform-deliverie\" id=\"link-46a89b490cc3ff7fb1f201c89d933c65\" target=\"_blank\" rel=\"noopener\">the Postal Reform Act passed in March 2022<\/a>, to reduce delivery delays and help communities without home delivery.<\/p>\n<p>While the Postal Reform Act had bipartisan support in Congress, the Colorado delegation split on the issue, with Democratic members supporting the bill and Republicans voting against it.<\/p>\n<p>Neguse had hoped the Postal Reform Act, which also codified six-day-a-week delivery, would have improved the situation by now.<\/p>\n<p>\u201cThere were specific funding allocations in that bill that should resolve some of the workforce challenges that the USPS is experiencing, but it\u2019s not happening on a fast enough timetable,\u201d he said.<\/p>\n<p>Neguse has been <a href=\"https:\/\/twitter.com\/JoeNeguse\/status\/1553450297061564416?s=20\" id=\"link-cec554f4e11026559da9a829a5da433f\" target=\"_blank\" rel=\"noopener\">deeply critical of postmaster general Louis DeJoy<\/a>, including changes he instituted that <a href=\"https:\/\/www.marketplace.org\/2021\/11\/17\/louis-dejoy-on-why-hes-slowing-mail-and-raising-prices-at-the-usps-we-have-no-money\/\" id=\"link-59b134a6b837c6646ddd02e4a7f50852\" target=\"_blank\" rel=\"noopener\">many feared would lead to slower service<\/a>.<\/p>\n<p><figure class=\"wp-block-image naviga-inline-image\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=bed93abe-084b-5900-b8ae-a6d85bcaa960&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" alt=\"The main Post Office in Castle Rock, Feb. 3, 2023.\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">The main Post Office in Castle Rock, Feb. 3, 2023.<\/span><span class=\"credit\">Hart Van Denburg\/CPR News<\/span><\/figcaption><\/figure>\n<\/p><div class=\"naviga-element naviga-subheadline1\">Staffing shortages, growing communities, more packages<\/div>\n<p>But separate from postal policies, Neguse and other lawmakers acknowledge the service faces a big on-the-ground challenge in recruiting and retaining a sufficient number of postal workers.<\/p>\n<p>That\u2019s been the biggest hurdle in many mountain communities, said James Boxrud, a USPS regional spokesman.<\/p>\n<p>\u201cIt boils down to staffing,\u201d he said. \u201cYou know, we\u2019re short as much as half of our staffing up there. And part of that\u2019s because <a href=\"https:\/\/www.cpr.org\/2022\/08\/23\/amid-housing-crises-vacation-towns-limit-short-term-rentals\/\" id=\"link-a0ac43b5bfea57094d3ad586d3e85dd4\" target=\"_blank\" rel=\"noopener\">the cost of living is so high<\/a>.\u201d<\/p>\n<p>Boxrud said a they\u2019re working with towns on <a href=\"https:\/\/www.cpr.org\/2021\/11\/03\/colorado-elections-2021-results-affordable-housing-short-term-rentals\/\" id=\"link-981bf5d01c85faa08ebd9a69d4a0b34a\" target=\"_blank\" rel=\"noopener\">worker housing solutions<\/a> after a call last week with local leaders and congressional offices. But in the short term, USPS is trying to right the ship in other ways, including borrowing employees from other offices that are fully staffed.<\/p>\n<p>\u201cWe usually send about two extra people to each one of these difficult offices during the week, and then we get a few extra people on the weekend that go up there and help,\u201d he said. \u201cIt hasn\u2019t been enough. So what we just did this week was we reached out to our surrounding states of Colorado for our postal employees saying, \u2018Hey, would you like to go to Colorado ski country and work?\u2019\u201d<\/p>\n<p>There have been other issues, like space. Mountain communities are growing, with more residents getting more mail.<\/p>\n<p>The Postal Service has also seen a large increase in the number of packages it has to deliver, as more people have turned to shopping online. The USPS is responsible for the last mile of delivery for companies like Amazon. And the volume of the December holiday rush is now seen year-round.<\/p>\n<p>In Crested Butte, Boxrud said they\u2019re working with the town to build a new, larger facility, perhaps with some housing included.<\/p>\n<p>Despite the Postal Service\u2019s motto <a href=\"https:\/\/about.usps.com\/who\/profile\/history\/pdf\/mission-motto.pdf\" id=\"link-6d7e4760bcaaea19096840adb6aaf0d7\" target=\"_blank\" rel=\"noopener\">about rain, snow and \u201cgloom of night,\u201d<\/a> the sheer amount of snow the mountains have gotten this winter has made delivery difficult.<\/p>\n<p>Boxrud acknowledges the frustration many Coloradans are feeling.<\/p>\n<p>\u201cWe apologize to our customers,\u201d he said. \u201cWe are working to go ahead and get this straightened out.\u201d<\/p>\n<div class=\"naviga-element naviga-subheadline1\">But frustration continues to build on the ground<\/div>\n<p>\u201cI can tell you that there are mountain communities (that) are talking about legal action,\u201d Silverthorne\u2019s Hyland said. \u201cYou know, we\u2019re at a point where what else can you do? We\u2019re trying to do everything that we can.\u201d<\/p>\n<p>He didn\u2019t elaborate further, only saying that communities are talking over options.<\/p>\n<p>For Swartz in Dillon, he just wants the USPS to operate as reliably there as it does in most parts of the state, and country.<\/p>\n<p>\u201cI understand there\u2019s challenges in the mountains, but we just want to take the frustration out of that process,\u201d he said. \u201cIt shouldn\u2019t be a frustrating process.
