Schafir<\/span><\/figcaption><\/figure>\n<\/p><p>State Sen. Jeff Bridges joined Rep. Barbara McLachlan in Durango Thursday to cap off the first day of a two-day tour soliciting input from local stakeholders on affordable housing in advance of next year\u2019s legislative session.<\/p>\n<p>The duo was joined by local and regional policymakers, including La Plata County commissioners Matt Salka and Clyde Church; Durango Mayor Melissa Youssef; Durango Fire Protection District Marshal Karola Hanks; planning staff members from the city and county governments; leadership from the Region 9 Economic Development District and a handful of constituents.<\/p>\n<p>The discussion was apropos of Senate Bill 23-213, Gov. Jared Polis\u2019 failed legislative initiative to address the state\u2019s affordable housing crisis.<\/p>\n<p>The bill <a href=\"https:\/\/coloradosun.com\/2023\/04\/25\/colorado-land-use-bill-amended\/\" id=\"link-e10cd1d16bf32d07b4285b6401b6621c\" target=\"_blank\" rel=\"noopener\">was gutted <\/a>after outcry from local governments objecting to the state\u2019s seizure of local control with respect to housing density and development zoning.<\/p>\n<p>The legislation, which went through multiple iterations before <a href=\"https:\/\/coloradosun.com\/2023\/05\/08\/land-use-bill-colorado-legislature\/\" id=\"link-96d1caa1be1d36fba32727c3b76fb66d\" target=\"_blank\" rel=\"noopener\">expiring on the Senate calendar,<\/a> would have forced municipalities to zone for increased density and foisted other requirements related to growing housing stock on resort towns and suburban areas.<\/p>\n<p>\u201cThe biggest concern was really, it was more catered toward large (municipalities), more like the Denver area, and that\u2019s why we essentially came out against it,\u201d Salka said. \u201c\u2026 The other concern, too, was that I felt like it was kind of pushed into the legislative session without really any feedback from counties across the state of Colorado.\u201d<\/p>\n<p><figure class=\"wp-block-image naviga-inline-image\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=24ad4970-52f0-590b-8abc-45ca5085370d&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" alt=\"La Plata County Commissioner Matt Salka, right, urged Sen. Schafir<\/span><\/figcaption><\/figure>\n<\/p><p>Bridges, a Democrat representing south metro Denver, said he hoped his visit would inform similar legislation in the future.<\/p>\n<p>\u201cOne of the challenges last year with the bill was that we usurped a lot of that local control,\u201d Bridges said. \u201cI think there are certain things the state can say we want to make sure you do, (and) we want to give you the support to do it. But we want to make sure you can do it in the way that\u2019s best for your community.\u201d<\/p>\n<p>The lawmakers\u2019 tour took them as far west as Dove Creek, through Mancos and Cortez, north to Silverton on Friday, and east to Bayfield and Pagosa Springs.<\/p>\n<p>\u201cFrom Dove Creek to Denver, you have these challenges, (but) they look different,\u201d Bridges said. \u201cThe solution in Dove Creek is going to be very different from the solution in Denver.\u201d<\/p>\n<p>But, the senator said that across the state, he has heard a common cry that development infrastructure is lacking.<\/p>\n<p>\u201cIt\u2019s important to understand that 82% of my jurisdiction is unhydrated \u2013 it does not have central water system,\u201d Fire Marshal Hanks told Bridges. \u201cWe cover 365 square miles, and 82% of that isn\u2019t covered. So as there may be land, it may be prime for multifamily (development) \u2026 the infrastructure isn\u2019t there.\u201d<\/p>\n<p>Various stakeholders also urged the lawmakers to push a variety of initiatives, or to refrain from pursuing certain approaches.<\/p>\n<p>Pat Vaughn, chairman of the regional housing alliance of La Plata County, pushed Bridges and McLachlan to pass better legislation protecting builders from construction defects lawsuits, which he said are pursued by predatory lawyers causing skyrocketing insurance rates.<\/p>\n<p>A local resident voiced support for rent control for mobile homes \u2013 a proposal another attendee called \u201cludicrous.\u201d McLachlan voted against a failed house bill that would have repealed a statewide ban on local governments implementing rent control.<\/p>\n<p><figure class=\"wp-block-image naviga-inline-image\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=97da4509-2201-5ea5-aed2-6a5092fecfc4&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" alt=\"\u201cLocal elected officials, local leaders, are partners in solving Colorado\u2019s statewide housing affordability crisis,\u201d Sen. Schafir<\/span><\/figcaption><\/figure>\n<\/p><p>Dan Armentano, a planner with the city, suggested that the state could take action to allow accessory dwelling units, or ADUs, in developments that currently have covenants restricting the construction of anything but single-family homes. But he warned that legislation that would gut the ADU design standards already in place, such as S.B. 213, would not find support from local governments.<\/p>\n<p>Bridges said the comments will be a part of a \u201cstatewide perspective,\u201d with which he intends to view the 2024 legislative session.
