Now, the ethics board awaits his response.<\/p>\n<p><figure class=\"wp-block-image naviga-inline-image naviga-align-left alignleft\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=9af1bb06-02de-5cc4-a261-148ecd9a004b&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"400\" height=\"544\" alt=\"Simpson\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">Simpson<\/span><span class=\"credit\">John Simpson<\/span><\/figcaption><\/figure>\n<\/p><p>The ethics board dismissed half of the allegations against Simpson because they lacked substantive information. He was given 20 calendar days to respond to the remaining five allegations.<\/p>\n<p>The city\u2019s codes of ethics and conduct allots five business days for recipients of such investigative reports to respond. Simpson appealed to the city\u2019s Board of Ethics on Thursday to allow him more time to respond, which the board granted by a unanimous vote.<\/p>\n<p>Ethics board member Jay Eagen said the investigative report states the five remaining allegations \u201cmay\u201d constitute ethics violations and the report makes no conclusions about them.<\/p>\n<p>The report includes a large block of emails, at least some of which <a href=\"https:\/\/www.durangoherald.com\/articles\/back-and-forths-about-city-business-revealed-in-simpson-bosmans-emails\/\" id=\"link-2f88234aa2c87f0f6642fc63fc662eb0\" target=\"_blank\">were revealed in response to a records request<\/a> filed by <em id=\"emphasis-bd513f5b0749d84e2ffc27d1e2ec140f\">The Durango Herald<\/em> in November, he said.<\/p>\n<p>\u201cNumerous\u201d emails were excluded from the report because they weren\u2019t timely enough and\/or the complaint wasn\u2019t filed timely enough to consider them, Michael Goldman, special counsel to the ethics board, said.<\/p>\n<p>The ethics board will hold at least one more meeting regarding the complaint filed against Simpson, he said. The board will decide at that time whether to move forward with the complaint or dismiss it.<\/p>\n<p>The ethics board will discuss its options publicly at the next meeting, which was tentatively scheduled for July 8, 9 or 12.<\/p>\n<p>\u201cJohn Simpson has put his personal vendetta against other city officials above the best interest of the city,\u201d Youssef said in her complaint.<\/p>\n<p>She said Simpson violated the Colorado Open Records Act and anti-discrimination laws; hid emails about city business; made unfounded and racist allegations against city officials; among other allegations.<\/p>\n<p>City Attorney Mark Morgan said in March after the ethics board concludes its investigation, it can <a href=\"https:\/\/www.durangoherald.com\/articles\/durango-board-of-ethics-launches-investigation-into-complaint-filed-in-january\/\" id=\"link-f8dcffb0378f6f4d94c9b97afaa9aa7e\" target=\"_blank\">decide to hold more hearings or dismiss the complaint<\/a>.<\/p>\n<p>If a hearing is held and the ethics code is found to have been violated, City Council could take disciplinary action.
