(Cameryn Cass\/The Journal)<\/span><\/figcaption><\/figure>\n<\/p>\n<p>The town of Mancos has an opportunity to fortify its downtown, and it needs community input to do it.<\/p>\n<p>Mancos is one of 70 aspiring communities in the state with its sights set on becoming what\u2019s called a \u201cMain Street Community\u201d under Colorado\u2019s <a href=\"https:\/\/dlg.colorado.gov\/main-street\" id=\"link-5f6e9beba8d789fa823b5157083143d4\" target=\"_blank\" rel=\"noopener\">Main Street Program<\/a>.<\/p>\n<p>Zooming out, that program falls under a nationwide one called Main Street America that\u2019s geared toward supporting \u201ccommunity-led downtown revitalization,\u201d according to the state\u2019s Department of Local Affairs website.<\/p>\n<p>Revitalization under this program preserves historic character while promoting economic growth, which is a major focus of the National Main Street Center, a program affiliate.<\/p>\n<p>Becoming an official Main Street Community is an attractive opportunity since such communities are eligible for things like \u201ctechnical assistance, training, consulting services and annual mini-grants,\u201d according to the state\u2019s website.<\/p>\n<p>Plus, \u201cscholarships are available to foster continued growth and development,\u201d it said.<\/p>\n<p>So far, there are <a href=\"https:\/\/storymaps.arcgis.com\/stories\/2dfa10abd3734f7fa71c7b5be3bd839e\" id=\"link-0361e8dfe3fd9970f976357095b89685\" target=\"_blank\" rel=\"noopener\">26 official Main Street Communities<\/a> in Colorado.<\/p>\n<p>Pagosa Springs recently landed the designation, as did Ouray, Silverton, Ridgway and Montrose.<\/p>\n<p>\u201cThis is a really good way for local government to work with the community on a project that has the potential to make a positive, lasting impact on the town,\u201d said Jason Armstrong, the town\u2019s community and economic development director.<\/p>\n<p>Plus, it\u2019s something that\u2019s been in the town\u2019s initiative since 2011.<\/p>\n<p>\u201cI\u2019m not saying Mancos needs to be revitalized, but it could use direction and planning,\u201d he said.<\/p>\n<p>In April, there are three events scheduled to talk more about this opportunity and what it might look like in action.<\/p>\n<div class=\"naviga-element naviga-x-im-unordered-list\">Tuesday, April 8, at Fenceline Cidery from 5:30 p.m. to 7:30 p.m.<\/div>\n<div class=\"naviga-element naviga-x-im-unordered-list\">Wednesday, April 9 from 11 a.m. to 1 p.m. at Hand in Hand Bookstore (there will be \u201cheavy apps\u201d from The Boathouse)<\/div>\n<div class=\"naviga-element naviga-x-im-unordered-list\">Wednesday, April 9, from 6 p.m. to 7 p.m. at the Mancos Town Hall workshop<\/div>\n<p><a href=\"https:\/\/www.ayresassociates.com\/company\/locations\/fort-collins-co\/\" id=\"link-0f2e75df7e8fc76e1fedc39906f85a42\" target=\"_blank\" rel=\"noopener\">Ayers Associates, Inc.<\/a> of Fort Collins \u2013 which has done work with the Mancos Opera House in the past \u2013 will be at the events, as it is \u201cleading an investigation to discover if the Main Street Program is a good fit for the Mancos community,\u201d and, ideally, develop a shared vision, according to a flyer advertising the events.<\/p>\n<div class=\"naviga-pdf-embed\"><iframe class=\"article-pdf\" src=\"https:\/\/dur-prod-public-pdfs.s3.us-west-2.amazonaws.com\/dTdfymMv61HscVnCcuZ3-n9jRz8.pdf\" style=\"width:100%;height:500px;border:1px solid #ddd\" loading=\"lazy\">\n<p><a href=\"https:\/\/dur-prod-public-pdfs.s3.us-west-2.amazonaws.com\/dTdfymMv61HscVnCcuZ3-n9jRz8.pdf\" target=\"_blank\" rel=\"noopener\">Main Street Flyer_Final.pdf (Download PDF)<\/a><\/p>\n<p><\/p><\/iframe>\n<p class=\"naviga-pdf-link\"><a href=\"https:\/\/dur-prod-public-pdfs.s3.us-west-2.amazonaws.com\/dTdfymMv61HscVnCcuZ3-n9jRz8.pdf\" target=\"_blank\" rel=\"noopener\">Main Street Flyer_Final.pdf<\/a><\/p>\n<\/div>\n<p>Conversation will center on things like, \u201cWhat does the community want for the town and its businesses?\u201d and \u201cWhat does a resilient Mancos look like?\u201d said Armstrong.<\/p>\n<p>In those conversations, the land use code could come up, as could affordable housing and workforce development.<\/p>\n<p>\u201cAll the things that fuel economic development and resiliency, really,\u201d Armstrong said. \u201cAnd if there\u2019s no appetite for this, we\u2019ll know.\u201d<\/p>\n<p>Mancos secured a two-year Rural Economic Development Initiative grant that\u2019s making this groundwork feasible.<\/p>\n<p>\u201cWe\u2019re the first place to use the REDI grant toward something like this. We could be an example for other rural communities, if it\u2019s successful,\u201d said Armstrong.<\/p>\n<p>The upcoming events are just the beginning of the application process to become a Main Street Community.<\/p>\n<p>In fact, it\u2019s the first of four steps in what\u2019s called the \u201cMain Street Approach,\u201d which guides aspiring communities like Mancos in their application process, according to<a href=\"https:\/\/dlg.colorado.gov\/tools-for-communities\" id=\"link-0d24042ee29ad6a4395eceaae7bc7ee9\" target=\"_blank\" rel=\"noopener\"> the state program\u2019s website:<\/a><\/p>\n<div class=\"naviga-element naviga-x-im-ordered-list\">Organization \u2013 \u201cGetting everyone working toward the same goal.\u201dPromotion \u2013 \u201cMarketing a positive image of downtown.\u201dDesign \u2013 \u201cPutting Main Street into top physical shape, from rehabilitating historic buildings to attractive window displays and landscaping.\u201dEconomic Vitality \u2013 \u201cStrengthening a community\u2019s existing economic assets while expanding and diversifying its economic base.\u201d<\/div>\n<p>Within a year, the goal is to establish a board of directors \u2013 ideally made up of business and\/or property owners, nonprofits and Mancos residents \u2013 as well as hire a 20 hour\/week Main Street Manager, and draft a plan.<\/p>\n<p>\u201cWe\u2019ll be impacted by development, climate change.
