Jeff Hurd signs onto bill attempting to rein in Trump\u2019s authority on tariffs"},"content":{"rendered":"\n<p>WASHINGTON \u2013 U.S. Rep. Jeff Hurd is one of two Republicans to initially sign onto a House bill that would give Congress the authority to approve or revoke new tariffs.<\/p>\n<p>He said Monday he doesn\u2019t believe President Donald Trump has the authority to levy sweeping tariffs on foreign countries \u2013 a move that sent the stock market tumbling.<\/p>\n<p><figure class=\"wp-block-image naviga-inline-image naviga-align-left alignleft\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=f015628b-8149-54a9-8e93-7b728fedbe1c&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" width=\"335\" height=\"410\" alt=\"Rep. Jeff Hurd\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">Rep. Jeff Hurd<\/span><span class=\"credit\">cca<\/span><\/figcaption><\/figure>\n<\/p><p>\u201cI am concerned about the broad-based tariffs that we\u2019re seeing,\u201d he told <em id=\"emphasis-4056a948f95a5ce2bd85e47f8946718b\">The Durango Herald<\/em>. \u201cI don\u2019t believe that the president has the authority under the legislation (International Emergency Economic Powers Act) to enact these tariffs, and I think it\u2019s incumbent on Congress to make sure that when we have tariffs like this, that they\u2019re congressionally approved.\u201d<\/p>\n<p>Hurd joins the bill\u2019s sponsor, Rep. Don Bacon, R-Neb., as the second House Republican to directly challenge the president\u2019s authority on tariffs with legislation.<\/p>\n<p>In a news release Tuesday from Bacon\u2019s office, Hurd cited his core beliefs \u201cas a constitutional conservative\u201d in supporting the bill.<\/p>\n<p>\u201cArticle I, Section 8 of the Constitution is clear: \u2018The Congress shall have Power to lay and collect Taxes, Duties, Imposts and Excises,\u2019\u201d he said. \u201cThis isn\u2019t a political issue for me. I believe Congress must reclaim its constitutionally mandated authority, and I would support this measure regardless of who is in the White House.\u201d<\/p>\n<p>The House bill fulfills Bacon\u2019s Friday announcement that he would introduce a companion bill to the Senate\u2019s Trade Review Act of 2025.<\/p>\n<p>That Senate bill, introduced Thursday by Sens. Chuck Grassley, R-Iowa, and Maria Cantwell, D-Wash., has gained bipartisan traction. By Tuesday morning, seven Senate Republicans and six Senate Democrats \u2013 including Colorado Sen. Michael Bennet \u2013 had lined up behind the Trade Review Act of 2025.<\/p>\n<p>House Speaker Mike Johnson said Monday he wants to give the president \u201cspace\u201d to carry out his tariff plan, adding that he has no intention of bringing a House version of the bill to the floor, <a href=\"https:\/\/www.politico.com\/live-updates\/2025\/04\/07\/congress\/house-will-give-trump-space-on-tariffs-johnson-says-00276498\" id=\"link-7b727d2fe06aecb8da397f1f2df44ea0\" target=\"_blank\" rel=\"noopener\">according to Politico<\/a>. And even with bipartisan support in the Senate, Senate Majority Leader John Thune <a href=\"https:\/\/thehill.com\/homenews\/senate\/5236599-thune-trump-tariffs-bill\/\" id=\"link-b21114bad903b356e629b191c8d55ee8\" target=\"_blank\" rel=\"noopener\">has already said<\/a> the bill doesn\u2019t have a future, citing Trump\u2019s threat to veto it and echoing Johnson\u2019s call to give the president more time.<\/p>\n<p>If the bill were to pass both chambers and reach Trump\u2019s desk, two-third of members in each chambers would need to vote to override his veto.<\/p>\n<p>The bill would require the president to notify Congress within 48 hours before changing tariffs and provide a rationale, <a href=\"https:\/\/thehill.com\/homenews\/senate\/5237139-congressional-republicans-trump-tariffs\/\" id=\"link-fa2263b3a3418f8b00c1f298cea8aefa\" target=\"_blank\" rel=\"noopener\">according to The Hill<\/a>. The administration would also have to outline the potential impact of changing the tariffs on U.S. businesses and consumers.<\/p>\n<p>Congress would then have 60 days to approve the tariffs by joint resolution or they would expire. Congress would also have the ability to end the tariffs before 60 days with a joint resolution of disapproval.<\/p>\n<p>For Hurd, a freshman representative who campaigned as a moderate and a direct contrast to the district\u2019s former Rep. Lauren Boebert, this isn\u2019t his first time he has criticized the president.<\/p>\n<p>In the <a href=\"https:\/\/www.durangoherald.com\/articles\/colorado-senators-newly-elected-house-member-react-to-trumps-first-week-in-office\/\" id=\"link-2285a7f7ed49858f56ac420f9dadb75c\" target=\"_blank\">first week<\/a> of Trump\u2019s term, Hurd said he was \u201cdeeply disappointed\u201d in the president\u2019s decision to pardon individuals involved with the Jan. 6 attack on the Capitol. Later, after facing pressure from constituents \u2013 who turned out in the hundreds at <a href=\"https:\/\/www.the-journal.com\/articles\/hundreds-gather-in-dolores-to-meet-with-rep-jeff-hurd-staffer\/\" id=\"link-8e3876ed9eda397c2ad3bddc85dd4bd3\" target=\"_blank\" rel=\"noopener\">several local events<\/a> \u2013 to speak out about firings of federal employees, among other issues, Hurd <a href=\"https:\/\/www.cpr.org\/2025\/02\/27\/interview-gop-rep-jeff-hurd-speaks-on-doge-medicaid-and-nazi-salutes\/\" id=\"link-28dd974194e606096adc82db98cbb848\" target=\"_blank\" rel=\"noopener\">told Colorado Matters<\/a> that there were cuts he disagreed with and some workers he wished hadn\u2019t been fired.<\/p>\n<p>In his first <a href=\"https:\/\/www.durangoherald.com\/articles\/u-s-rep-jeff-hurd-talks-doge-energy-policy-ukraine-in-first-tele-town-hall\/\" id=\"link-cd807fd6883270ac5efde17044c192c1\" target=\"_blank\">tele-town hall<\/a> on March 11, Hurd echoed those concerns about federal firings and criticized Trump\u2019s rhetoric and actions toward Ukraine, saying, \u201cPausing military aid to Ukraine weakens our hand, it emboldens Russia, and it invites greater danger down the road from countries just like China.\u201d<\/p>\n<p><em id=\"emphasis-baed2783cf5f85962fd42a6d0b44c396\">This story was updated at 9:45 a.m. to include information about Rep.
