The meet was scheduled to open Friday, May 22.

Analysis from the engineering firm JE Fuller, retained by the New Mexico Department of Homeland Security, showed the track faces ongoing flooding risks that cannot be adequately addressed through proposed fixes.

“Based on the findings, and our follow-up discussions with governmental agencies, the engineers specializing in hydrology and flooding concluded that the racetrack is not sustainable as a public venue,” according to the track statement. “We are deeply concerned about the safety and well-being of everyone who attends Ruidoso Downs Racetrack, and our equine athletes. Continuing operations at the current site of Ruidoso Downs Racetrack is not feasible.”

The firm’s findings, released in August, stated that while facility improvements offered “modest flood relief for small storm events,” they did not “eliminate flood risk to the track and surrounding areas.”

<img decoding="async" src="https://imengine.public.prod.dur.navigacloud.com/?uuid=4515f797-aa29-5ee2-b67e-77c27833d3ee&function=cover&type=preview&source=false&width=2000" width="2000" height="1196" alt="Flood damage near Ruidoso on July 8. The South Fork and Salt fires devastated the region, burning more than 25,000 acres, destroying hundreds of structures and stripping the surrounding mountains of vegetation.

Without trees and plants to absorb moisture, the scorched earth created a burn scar, turning slopes into water slides.

Even moderate rain in the Sierra Blanca mountains now triggers flash flooding. Debris flows – consisting of mud, ash and fallen timber – regularly overwhelm the Rio Ruidoso, which runs directly alongside the track.

The track reopened last summer after extensive repairs, but heavy rains caused further damage to the facility.

“Both these flooding events were catastrophic for the customers, patrons, employees, horsemen and horses,” management stated. “For the past several months, we have begged for solutions to no avail.”

<img decoding="async" src="https://imengine.public.prod.dur.navigacloud.com/?uuid=be78a362-15e8-5710-aefa-0a3d72fab820&function=cover&type=preview&source=false&width=2000" width="2000" height="1333" alt="Debris clings to trees and damaged homes along the Rio Ruidoso after flooding.
