(Courtesy of the Colorado Coalition Against Sexual Assault)<\/span><\/figcaption><\/figure>\n<\/p><p>A bill aiming to prevent sexual abuse in jails, which was inspired in part by a wide-scale sexual gratification case against former La Plata County Jail Cmdr. Edward Aber, passed the House on Thursday on a 44-20 vote.<\/p>\n<p>The bill \u2012 <a href=\"https:\/\/leg.colorado.gov\/bills\/HB26-1123\" id=\"link-603d81b8ece9bf69c327bee27d7c9469\" target=\"_blank\" rel=\"noopener\">HB26-1123<\/a>, Preventing Sexual Abuse in Jails \u2013 was introduced in mid-February by Colorado lawmakers, including Rep. Katie Stewart, D-Durango, who represents House District 59.<\/p>\n<p>Stewart told <em id=\"emphasis-d436e1dd7c67f3d06a7b2151eeb4c4d0\">The Durango Herald<\/em> in February that Aber\u2019s case \u201c100 percent\u201d informed her desire to pursue the bill.<\/p>\n<div class=\"naviga-scoreboard\">\n<h4 class=\"scoreboard-title\">For support<\/h4>\n<p>If you or someone you know has been a victim of sexual abuse, support can be found by calling the Sexual Assault Services Organization\u2019s 24-hour crisis hotline at 247-5400 or visiting You Have the Right\u2019s support services page at <a href=\"https:\/\/youhavetherightco.org\/support-services\/%20\" target=\"_blank\" rel=\"noopener\">www.youhavetherightco.org\/support-services\/ <\/a><\/p>\n<\/div>\n<p>The bill\u2019s main tenets involve limiting strip searches and access to strip search footage, ensuring that inmates are aware of their rights and the resources available to them, and extending reporting requirements and whistleblower protections for jail staff.<\/p>\n<p>The House Judiciary Committee advanced HB26-1123 to the House Appropriations Committee on a 7-4 vote with amendments March 11 following more than four hours of testimony.<\/p>\n<p>Some individuals with concerns about the bill\u2019s language and reach, and supporters of its content \u2013 including three of the alleged victims named in the Aber case and a former La Plata County deputy sheriff \u2013 <a href=\"https:\/\/www.durangoherald.com\/articles\/colorado-house-committee-advances-bill-targeting-sexual-abuse-in-jails\/\" id=\"link-58b31bb7b14e5df776fc18af1d5141b1\" target=\"_blank\">testified at the March hearing.<\/a><\/p>\n<p>The bill incurred several additional revisions since and was passed by the House on Thursday without amendments.<\/p>\n<p>It will now move to the Senate, where it is sponsored by Sens. Judy Amabile and Mike Weissman.<\/p>\n<p>The Colorado Coalition Against Sexual Assault, which has championed the bill since its inception and supported the alleged victims\u2019 travel to Denver to testify, voiced its support in a news release Thursday.<\/p>\n<p>\u201cNo one deserves to face sexual violence in jail,\u201d said Elizabeth Newman, director of public policy at CCASA. \u201cThis bill is a critical step to uphold the safety and dignity of all Coloradans and ensure these abuses of power never happen again.
