{"id":123263,"date":"2013-11-08T01:04:12","date_gmt":"2013-11-08T08:04:12","guid":{"rendered":"https:\/\/dh.durangoherald.com\/tj\/can-u-s-forest-service-shift-fire-focus\/"},"modified":"2013-11-08T01:04:12","modified_gmt":"2013-11-08T08:04:12","slug":"can-u-s-forest-service-shift-fire-focus","status":"publish","type":"post","link":"https:\/\/dh.durangoherald.com\/tj\/can-u-s-forest-service-shift-fire-focus\/","title":{"rendered":"Can U.S. Forest Service shift fire focus?"},"content":{"rendered":"\n<p><!-- gallery:7210e6b3-0ff5-4d89-9f64-9408a6ea9a5a --><\/p>\n<p>For years, Davey Pitcher pushed federal foresters for permission to protect trees just outside of his family\u2019s Wolf Creek Ski Area from the invasion of the spruce beetle.<\/p>\n<p>Even though local employees of the U.S. Forest Service thought it was a good idea and wanted to help, they never were able to clear the project through environmental and bureaucratic hurdles.<\/p>\n<p>When the West Fork complex of wildfires bore down on Wolf Creek this summer, foresters were there quickly with resources and fast decisions to handle the emergency, Pitcher testified Tuesday to a U.S. Senate committee.<\/p>\n<p>\u201cWhat struck me was how differently the U.S. Forest Service performed when operating under rules that allowed decision-makers to apply resources in what had to be a timely manner,\u201d Pitcher said.<\/p>\n<p>Pitcher is calling for a paradigm shift in Forest Service rules that would allow front-line foresters more freedom to lessen hazards before wildfires break out.<\/p>\n<p>Every summer, Congress and the Forest Service find themselves stuck in an intensifying wildfire dilemma that demands more money for firefighting, at the expense of fire prevention. This year, the Forest Service had to rely on $600 million in \u201cfire borrowing\u201d \u2013 raiding its budgets for recreation, logging and science in order to pay firefighters and contractors.<\/p>\n<p>U.S. Sen. Michael Bennet, D-Colo., called Tuesday\u2019s hearing of the Subcommittee on Conservation, Forestry and Natural Resources in order to look for solutions to the problem.<\/p>\n<p>\u201cWe need to take a saner approach, in which we put in the work on the front end, ahead of the fires,\u201d Bennet said during the hearing in Washington, D.C.<\/p>\n<p>However, the White House budget for the Forest Service slashes the money available to treat hazardous fuels. Bennet worried the White House plan would leave enough to treat fewer than 700,000 acres \u2013 down from about 2 million today, and significantly fewer than the 9 million acres burned in recent wildfire seasons.<\/p>\n<p>Jim Hubbard, deputy chief of the Forest Service, said the budget cut is because money is tight, and not because of a lack of commitment to clearing overgrown forests near towns.<\/p>\n<p>\u201cThe Forest Service very much agrees that hazardous fuels reduction is effective,\u201d Hubbard said.<\/p>\n<p>Two Republican and two Democratic senators attended the hearing, and they generally agreed that it\u2019s better to pay for fire prevention than fire fighting \u2013 the opposite of what the federal government does now.<\/p>\n<p>\u201cIt\u2019s not this administration\u2019s fault, it\u2019s not the last administration\u2019s fault. It\u2019s the last several, several administrations\u2019 and Congress\u2019s fault,\u201d said Sen. John Boozman, R-Ark.<\/p>\n<p>The bipartisan agreement at the meeting was a ray of hope that Congress will be able to reduce the cuts as it works on the federal budget. However, deep partisan divisions in Congress are threatening the prospect of passing a budget at all.<\/p>\n<p>It was Pitcher who pointed out the essence of the problem of letting fires burn.
