They undermine rules everyone else has to follow.\u201d<\/p>\n<p>Carver also respected procedures for posting and holding public hearings, Atwater said, and was always prepared for meetings.<\/p>\n<p>\u201cOne of the reasons our meetings flowed so well was the upfront work she did,\u201d he said.<\/p>\n<p>For regulators, being a stickler for the rules was part of the job, making them less than popular at times.<\/p>\n<p>\u201cShe made sure that actions were in compliance with the land-use code.
