Supporters said it could help taxpayers understand a budget item that in some cases makes up the bulk of a school board\u2019s budget.<\/p>\n<p>\u201cIt brings more transparency to the process,\u201d said Ben DeGrow, the group\u2019s education analyst.<\/p>\n<p>The proposal was opposed by the state\u2019s largest teachers\u2019 union, the Colorado Education Association, and by the Colorado Association of School Executives.<\/p>\n<p>CEA spokesman Mike Wetzel called the measure vague.<\/p>\n<p>\u201cWe\u2019re all about transparency in education, but the language is very broad. It doesn\u2019t really spell out how this will work,\u201d Wetzel said.<\/p>\n<p>Proposition 104 is a new law, not a constitutional amendment. So state lawmakers are free to try to make changes.<\/p>\n<p>Wetzel said it\u2019s too soon to say whether his group would push for legislative changes to clarify the new requirement.<\/p>\n<p>\u201cIt brings up more questions than answers, so we\u2019ll have to see how it plays out,\u201d Wetzel said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>it\u2019s not clear how the little-noticed Proposition 104 will change the way teachers and school districts negotiate.
