{"id":114272,"date":"2015-02-26T20:41:38","date_gmt":"2015-02-27T03:41:38","guid":{"rendered":"https:\/\/dh.durangoherald.com\/tj\/sportsmen-rally-in-denver-for-public-lands\/"},"modified":"2015-02-26T20:41:38","modified_gmt":"2015-02-27T03:41:38","slug":"sportsmen-rally-in-denver-for-public-lands","status":"publish","type":"post","link":"https:\/\/dh.durangoherald.com\/tj\/sportsmen-rally-in-denver-for-public-lands\/","title":{"rendered":"Sportsmen rally in Denver for public lands"},"content":{"rendered":"\n<p><!-- gallery:a1af00f8-b808-4b69-8d20-fc8edfeab392 --><\/p>\n<p>DENVER \u2013 Hunters and anglers gathered outside the Colorado Capitol on a cold Wednesday afternoon to demand, \u201cKeep public lands in public hands.\u201d<\/p>\n<p>The gathering of sportsmen from around the state \u2013 and even from neighboring states like Wyoming \u2013 served as a warning to state lawmakers not to advance efforts that would transfer control of federal lands over to the state.<\/p>\n<p>\u201cFor hunters and anglers, our public lands are the backbone of our passions, and it\u2019s on public lands that we hunt and fish,\u201d said Ty Churchwell, a Durango fisherman and Backcountry Coordinator for Colorado Trout Unlimited\u2019s Sportsmen\u2019s Conservation Project.<\/p>\n<p>\u201cThese public lands are our birthright, they\u2019re our heritage, and they\u2019re shared and owned by all Americans,\u201d Churchwell added.<\/p>\n<p>State lawmakers in the past attempted to pass legislation that would have required the federal government to turn over millions of acres of federal public land to the state.<\/p>\n<p>The attempts have been part of a movement known as the new \u201cSagebrush Rebellion,\u201d a resurgence of the effort in the 1970s and \u201980s to force the federal government to give more control of government-owned Western lands to state and local authorities.<\/p>\n<p>Another legislative effort included trying to force the federal government to sell federal lands to private buyers, or face a property-tax bill from the state.<\/p>\n<p>This year there have been no bills so far outright seeking to transfer federal lands over to the state.<\/p>\n<p>But one measure, Senate Bill 39, would allow Colorado to have some legislative and taxing authority over federal public lands. The federal government currently holds exclusive authority over its public land. The bill would allow Colorado to exercise authority along with the federal government.<\/p>\n<p>The bill\u2019s sponsor, Sen. Kent Lambert, R-Colorado Springs, said his aim is simply to provide Colorado with some flexibility when dealing with natural disasters on federal lands, such as responding to wildfires.<\/p>\n<p>\u201cMy first intent is allowing the state, and especially county sheriff staffs, a place at the table for combined emergency planning and response, especially for rapid containment of forest fires,\u201d Lambert said.<\/p>\n<p>\u201cConcurrent jurisdiction could help reestablish the state\u2019s primary role of protecting the health, life, safety and property of our own citizens,\u201d Lambert added.<\/p>\n<p>He called the current system a \u201cbureaucratic separation\u201d that doesn\u2019t allow for states to work with the federal government.<\/p>\n<p>But sportsmen and conservationists are worried about chipping away at the federal government\u2019s authority.<\/p>\n<p>They suggest that it would be extremely costly for the state to take control of federal lands. A mismanagement of the lands acquired by the state could cut into the economic benefits Colorado gains from hunting, fishing and other outdoor tourism activities.<\/p>\n<p>Outdoor recreation contributes over $34.5 billion in annual economic activity and creates 313,000 jobs in Colorado, according to a 2014 report by Colorado Parks and Wildlife.<\/p>\n<p>Nationally, the number climbs to $646 billion.<\/p>\n<p>\u201cWe want to stand strong for the wild country and protect and safeguard that birthright of those unborn generations,\u201d said John Gale, conservation director for Backcountry Hunters and Anglers.<\/p>\n<p>\u201cThese ill-conceived land grabs are not only an assault on our personal freedoms, but an attack on the sporting heritage and the public lands legacy that defined our way of life here in Colorado and around the West,\u201d Gale added.<\/p>\n<p>Churchwell rejected claims that the state could do a better job than the feds at managing public lands.<\/p>\n<p>\u201cWhat people tend to forget is it is in fact Coloradans who are working on staff for these federal agencies who are working to manage our federal lands,\u201d Churchwell said. \u201cThese are Coloradans. These are our neighbors.
