{"id":104552,"date":"2016-06-19T16:48:49","date_gmt":"2016-06-19T22:48:49","guid":{"rendered":"https:\/\/dh.durangoherald.com\/tj\/gop-candidates-differ-over-student-testing-in-race-for-state-board\/"},"modified":"2016-06-19T16:48:49","modified_gmt":"2016-06-19T22:48:49","slug":"gop-candidates-differ-over-student-testing-in-race-for-state-board","status":"publish","type":"post","link":"https:\/\/dh.durangoherald.com\/tj\/gop-candidates-differ-over-student-testing-in-race-for-state-board\/","title":{"rendered":"GOP candidates differ over student testing in race for state board"},"content":{"rendered":"\n<p><!-- gallery:349b12e7-3be5-47fc-8a11-da68555696a1 --><\/p>\n<p>DENVER \u2013 The Republican primary for<\/p>\n<p>Anita Stapleton \u2013 who has revolved her campaign around drives to eliminate certain testing and curriculum standards \u2013 is trying to unseat Joyce Rankin, who was named last year to fill a vacant seat.<\/p>\n<p>The seat was vacated by State Board of Education chairwoman Marcia Neal of Grand Junction, who resigned citing dysfunction on the seven-member board.<\/p>\n<p>Whoever wins the primary will take on Democrat Christine Pacheco-Koveleski, who is not facing a primary on June 28.<\/p>\n<p>Rankin, a former teacher and principal from Carbondale, is the wife of state Rep. Bob Rankin, a Republican member of the powerful Joint Budget Committee.<\/p>\n<p>Rankin, 68, serves as an aide to her husband, which she says offers her an advantage to understanding the bureaucracy that can revolve around school funding and other issues.<\/p>\n<p>\u201cWe make rules that go with the legislation, and with Bob on the Joint Budget Committee, and how the money is disbursed and how much money is allocated to the different departments, I feel I have a leg up,\u201d Rankin said.<\/p>\n<p>Stapleton, a 49-year-old registered nurse from Pueblo, has maintained a laser-like focus on Common Core, standards that set guidelines for K-12 education. The state adopted the standards in 2010.<\/p>\n<p>\u201cWe really started getting involved with local liberty groups,\u201d Stapleton said. \u201cI\u2019m not a tea partier, but I have mixed many times with members of tea party groups.\u201d<\/p>\n<p>She said the larger issue is that the Republican Party has lost its way, pointing to the bipartisan Every Student Succeeds Act, which passed Congress last year to replace the unpopular No Child Left Behind Act.<\/p>\n<p>\u201cIn my opinion, the Republicans handed to America a facade, that we\u2019re all about limited government, when we are not, not today,\u201d Stapleton said, suggesting that the Every Student Succeeds Act is simply Common Core \u201con steroids.\u201d<\/p>\n<p>She also believes that digital learning drives a national curriculum under the guise of developing 21st-century skills.<\/p>\n<p>\u201cThey sell it as a bag of goods that we need to be competitive,\u201d Stapleton said. \u201cBut they want to change American culture from a free-thinking society.\u201d<\/p>\n<p>The candidate also had strong words for Dan Snowberger, superintendent of Durango School District 9-R, who supports School Vault, an online platform to map teacher and student academic success. The program has served as a model to other districts in Colorado and across the nation.<\/p>\n<p>Snowberger said of the program, \u201cLike medical records that help drive our health care, wouldn\u2019t it be helpful for teachers to be able to see patterns of success and adjust instruction throughout the school year to maximize all students\u2019 learning?\u201d<\/p>\n<p>But Stapleton has a different take: \u201cWhat I see is, Durango is developing a monopoly over the rural schools.\u201d<\/p>\n<p>For her part, Rankin believes assessments are important for tracking progress. She thinks there may just be a disconnect.<\/p>\n<p>\u201cMaybe our tests aren\u2019t clearly understood or explained to the district, to the parents, to the stakeholders, to the teachers \u2013 why they are doing it,\u201d Rankin said.<\/p>\n<p>\u201cI think of these failing schools, the turnaround schools, the schools and districts that aren\u2019t serving all of the students well.\u201d<\/p>\n<p><em class=\"mwc_shirttail\"><a href=\"mailto:pmarcus@durangoherald.com\">pmarcus@durangoherald.com<\/a><\/em><\/p>\n<div class=\"naviga-scoreboard\">\n<h4 class=\"scoreboard-title\">Joyce Rankin<\/h4>\n<p>AGE: 68<br>\n                RESIDENCE: Carbondale<br>\n                EDUCATION: Bachelor\u2019s degree in elementary education from Michigan State University; night school to receive master\u2019s degree in administrative services credential<br>\n                POLITICAL BACKGROUND: Member of state Board of Education from 3rd Congressional District<br>\n                OCCUPATION: Aide to her husband, state Rep. We can do better.\u201d<br>\n                ON FINDING A NEW COMMISSIONER: \u201cWe selected a new commissioner, and now we\u2019re doing it again. That\u2019s a real concern of mine. I want one with a vision.\u201d<br>\n                ON COMMON CORE: \u201cCommon Core is a federal issue, legislation would have to be passed, but as far as federal control goes, we\u2019re a local-control state, and I support that.\u201d<br>\n                ON STUDENT ASSESSMENTS: \u201cThey\u2019re very important in mapping accountability \u2026 But it\u2019s better to monitor this every step of the way, than at the end of the year having a test, and then you don\u2019t get the results back until the next year.\u201d<br>\n                ON CHARTER SCHOOLS: \u201cSome people don\u2019t think of them as public schools because they\u2019re called \u2018charter,\u2019 but they are public schools in our school system, and I think they should be treated equally.\u201d<br>\n                ON ATTRACTING RURAL TEACHERS: \u201cIt\u2019s a crisis situation. When I get out into my district, I hear that a lot.\u201d<br>\n                ON MEDICAL MARIJUANA IN SCHOOLS: \u201cIt would be like a medicine that was given by the school nurse. It\u2019s not just that the kid could have it in his back pocket.\u201d<br>\n                ON GUNS IN SCHOOLS: \u201cDifferent districts have different concerns over that.
