Costs were estimated at $55,000.<\/p>\n<p>Board Vice President Rebecca Frasier was vehemently opposed to approving the plan without having read it first.<\/p>\n<p>Frasier\u2019s newly elected replacement, Casey McClellan, also was in attendance and agreed.<\/p>\n<p>\u201cAs a new board member,\u201d McClellan said, \u201cI would personally like some time to look at this, so I am thinking it is to the board\u2019s advantage to have a little bit of time to look this over.\u201d<\/p>\n<p>The district\u2019s owner\u2019s representative, Jim Ketter, stated that Flanagan\u2019s proposal was the only one the district received, and he is the only qualified local candidate.<\/p>\n<p>\u201cI have done $650 million in construction work, and most of that has been public money, federal money. Almost always, you\u2019re going to have a qualification requirement that says the applicant will be qualified to do what you are asking them to do\u201d Ketter said. \u201cMy fee would have probably been triple if it had not been someone who had designed a school-based health clinic before.\u201d<\/p>\n<p>Ketter also said that he understood the board members wanting to do their due diligence, but that he was tasked with making sure the project fit the budget and the schedule. According to Flanagan\u2019s plan, the center would fulfill both requirements.<\/p>\n<p>Board President Linnea Vass said that she had worked with Ketter before and trusted his judgment as the owner\u2019s representative.<\/p>\n<p>Superintendent Scott Cooper also had concerns about losing the architect.<\/p>\n<p>\u201cWe can debate the minutia of all these dates for a long time, but at the end of the day, we have an awesome opportunity here to provide an awesome service for our families and our kids and boost academics and attendance,\u201d Cooper said. \u201cNothing in life is for free, but this is about 90 percent free through this grant.\u201d<\/p>\n<p>Director Dee Prock said that without experience in construction, she cannot judge the plan herself.<\/p>\n<p>\u201cI am relying on the people who are looking at this who have done this in the past, who have the experience, to say, \u2018This seems like a good fit,\u2019\u201d Prock said.<\/p>\n<p>When taken to roll call vote, the motion passed, 3-2.<\/p>\n<p>The board also discussed new programs that the school is looking at to broaden opportunities for students.<\/p>\n<p>Jen Gaddis and Assistant Fire Chief Shawn Bittle, of Cortez Fire Protection District, presented a \u201cFire Science Course\u201d for students.
