Scott Tipton, R-Cortez, \u2013 would substantially raise taxes on graduate students by changing what qualifies as income for those who receive tuition waivers. The <a href=\"https:\/\/www.congress.gov\/bill\/115th-congress\/house-bill\/1\" target=\"_blank\" rel=\"noopener\">House version of the bill<\/a> passed Thursday, 227 to 205, along party lines.<\/p>\n<p>\u201cThe worst-case scenario would be for America to lose its primacy as the leader in education,\u201d said FLC economics professor Robert Sonora.<\/p>\n<p><figure class=\"wp-block-image naviga-inline-image naviga-align-left alignleft\" data-naviga-align=\"left\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=0a65e2f5-77c9-45a4-8bb9-f93500ae6180&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" srcset=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=0a65e2f5-77c9-45a4-8bb9-f93500ae6180&amp;function=cover&amp;type=preview&amp;source=false&amp;width=800 800w, https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=0a65e2f5-77c9-45a4-8bb9-f93500ae6180&amp;function=cover&amp;type=preview&amp;source=false&amp;width=1200 1200w, https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=0a65e2f5-77c9-45a4-8bb9-f93500ae6180&amp;function=cover&amp;type=preview&amp;source=false&amp;width=1800 1800w\" sizes=\"auto, (max-width: 480px) 100vw, (max-width: 1024px) 100vw, 2000px\" width=\"267\" height=\"344\" alt=\"Sonora\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">Sonora<\/span><span class=\"credit\">du1-i-syn<\/span><\/figcaption><\/figure>\n<\/p><p>The measure could also make graduate school less desirable for American students, as well as for international students who want to study at top U.S. universities, Sonora said. If fewer people pursue graduate educations, Sonora said his main worry is a shortage of highly educated workers, who tend to contribute to the country\u2019s overall economy more than low-skilled ones.<\/p>\n<p>Currently, graduate students are taxed only on the money they receive as a living stipend or salary for research and teaching assistance. The proposed House plan reclassifies tuition waivers as actual income, meaning the value of the tuition waiver will be added to those salaries and taxed.<\/p>\n<p>For example, if a school waives $50,000 in tuition for a student who is also paid $30,000 for working as an assistant, the student will pay the same income tax rate as someone who earns $80,000 a year.<\/p>\n<p>In a prepared statement to sent to The Durango Herald, Tipton\u2019s communications director, Kelsey Mix, wrote that Tipton believes lessening the tax burden on corporations will provide students access to career opportunities that don\u2019t exist in today\u2019s economy, as well as better-paying jobs.<\/p>\n<p><figure class=\"wp-block-image naviga-inline-image naviga-align-left alignleft\" data-naviga-align=\"left\"><img decoding=\"async\" src=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=57a6e859-98f0-4be5-ab6a-b406297dec4d&amp;function=cover&amp;type=preview&amp;source=false&amp;width=2000\" srcset=\"https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=57a6e859-98f0-4be5-ab6a-b406297dec4d&amp;function=cover&amp;type=preview&amp;source=false&amp;width=800 800w, https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=57a6e859-98f0-4be5-ab6a-b406297dec4d&amp;function=cover&amp;type=preview&amp;source=false&amp;width=1200 1200w, https:\/\/imengine.public.prod.dur.navigacloud.com\/?uuid=57a6e859-98f0-4be5-ab6a-b406297dec4d&amp;function=cover&amp;type=preview&amp;source=false&amp;width=1800 1800w\" sizes=\"auto, (max-width: 480px) 100vw, (max-width: 1024px) 100vw, 2000px\" width=\"300\" height=\"443\" alt=\"Tipton\" class=\"naviga-image\" loading=\"lazy\"><figcaption><span class=\"caption\">Tipton<\/span><span class=\"credit\">du1-i-syn<\/span><\/figcaption><\/figure>\n<\/p><p>\u201cThe Congressman believes there are ways to ensure higher education is achievable for any American who wishes to pursue it,\u201d Mix wrote, \u201ceither through encouraging federal agencies to support the future workforce they will need, or decisions higher education institutions may make to restructure today\u2019s tuition-waiver programs.\u201d<\/p>\n<p><a href=\"http:\/\/cgsnet.org\/ckfinder\/userfiles\/files\/Graduate%252520Enrollment%252520%252520Degrees%252520Fall%2525202015%252520Final.pdf\" target=\"_blank\" rel=\"noopener\">A 2016 study from the Council of Graduate Schools<\/a> showed the international graduate-student population is especially large in technical fields such as math, computer science and engineering. In the fall of 2015, temporary residents made up the majority of students in these fields and about 22 percent of all first-time graduate students overall.<\/p>\n<p>Sonora said taxing tuition waivers could push American students to begin looking outside the country for college.<\/p>\n<p>High costs have already forced some Americans to consider international options, with more than <a href=\"http:\/\/www.wissenschaftweltoffen.de\/daten\/2016\/1\/2\/1%3Flang%3Den\" target=\"_blank\" rel=\"noopener\">5,000 students enrolled in Germany<\/a> as of 2015, according to the German Academic Exchange Service.<\/p>\n<p>The Senate is working on its own version of tax reform and is expected to vote before the end of November. If it passes, both bills will move to the conference committee where changes can be made.
